Link Solutions is seeking a Software License Manager to join our team at Adelphi, MD.

The Software License Manager will play a critical role in managing the lifecycle of software assets, ensuring license compliance, optimizing software investments, and supporting IT governance goals at the Army Research Laboratory in Adelphi, MD.

Job Responsibilities:
  • Lead the end-to-end management of software licenses, from procurement and deployment to renewal and retirement.
  • Maintain a centralized and up-to-date inventory of all software licenses and assets.
  • Monitor software usage and compliance across the organization to ensure alignment with license agreements and regulatory standards.
  • Conduct regular internal reviews and prepare for vendor or third-party audits; address and resolve discrepancies proactively.
  • Analyze software usage data to identify underutilized resources and propose cost-saving opportunities.
  • Develop and implement policies, procedures, and standards for software asset management (SAM).
  • Negotiate and manage software licensing agreements and renewals with vendors to secure favorable terms.
  • Collaborate with cross-functional teams, including IT, procurement, finance, legal, and business units, to support licensing strategy and contract compliance.
  • Provide training and guidance on software usage and compliance policies to internal stakeholders.
  • Generate and deliver regular reports on software utilization, compliance status, and optimization metrics to leadership and stakeholders.

Qualifications
  • Must be a U.S. Citizen.
  • Must have an active DoD Secret Clearance.
  • BA/BS Degree in Computer Science, Information Systems, or a related field with a comprehensive understanding of computer science concepts.
  • Five (5+) years of relevant experience working in IT software asset management, IT procurement, or related fields.
  • IAT Level II Certification equivalent or higher per DoD 8570/DoD 8140 (CompTIA Security+ CE, CCNA Security, GICSP, GSEC, SSCP, etc.).
  • Ability to plan and implement large-scale network configurations and upgrades while minimizing downtime.

Preferred:
  • Information Technology Infrastructure Library (ITIL) v4 certification
  • Experience with incident management within the ServiceNow Information Technology Service Management (ITSM) platform.
  • Experience creating and modifying documentation for technical processes and procedures.
  • Experience working in a Department of Defense (DoD) environment.
  • A problem solver and troubleshooter who thrives in resolving complex problems.
  • Strong self-starter requiring minimal supervision.
  • Excellent communication skills (written and oral) and interpersonal skills.
  • Excellent organizational skills, attention to detail, and ability to prioritize and manage multiple tasks.

Salary Range: $54,000 - $90,000
Several factors influence the final salary or hourly rate, including but not limited to contract wage determinations, relevant work experience, role-specific skills and competencies, geographic location, educational background, certifications, and federal government contract labor categories.
