Shoreline College seeks a Dean of Enrollment & Access who provides visionary leadership to the planning, implementation and evaluation of comprehensive student support, services, and programming designed to enhance the student experience. The Dean of Enrollment & Access serves as Shoreline College's chief enrollment strategist and primary leader for all Strategic Enrollment Planning efforts. The Dean is accountable for developing, implementing, and assessing a comprehensive enrollment strategy that advances enrollment growth, student success, and equitable outcomes. Central to this work is the responsibility to identify, address, and eliminate systemic barriers that contribute to inequitable outcomes for BIPOC students and families and other historically underserved populations. The Dean ensures that all outreach, recruitment, admissions, enrollment, onboarding, financial aid, and access initiatives are guided by principles of equity, inclusion, belonging, and social justice. Additionally, the Dean will work collaboratively with internal and external partners and multiple college-wide initiatives to improve student success, retention, and completion. This Dean should be able to identify and mitigate the barriers to success that many students face and be passionate about creating an equitable learning environment that supports success for all students
Position Details:
Reporting to the Vice President for Student Affairs the Dean is the College's primary leader for Strategic Enrollment Planning and student access and leads development and execution of a comprehensive Strategic Enrollment Plan. This position provides leadership, vision, operational oversight, and management of Outreach & Recruitment, Enrollment Services (admissions, orientation, and registrar), Financial Aid, Advising & Running Start, Career Center, three Welcome Desk hubs, High School Completion programs, Community Employment Program, and a variety of community engagement partner programs.
In collaboration with the Dean of Student Engagement & Retention, serves as a leader within the Division of Student Affairs. This position also requires working closely with other leaders on large-scale visioning and strategy, as well as the implementation of initiatives that seek to enhance the student experience at Shoreline.
Distinguishing Characteristics
  • Envision, plan, assess, and implement goals for the areas around enrollment, entry, onboarding and community partnerships within the Division of Student Affairs.
  • Lead efforts around ensuring access, entry, and transitions to Shoreline are equitable, inclusive, seamless, and transparent so that students are fully prepared and welcomed.
Essential Job Duties:
Strategic Enrollment Leadership
  • Lead and chair all Strategic Enrollment Planning efforts; serve as primary executive leader for outreach, recruitment, admissions, orientation and enrollment management; close equity gaps for historically marginalized students and families through measurable interventions and culturally responsive recruitment strategies.
  • Establish enrollment goals and success metrics that include measurable targets for reducing equity gaps among Black, Indigenous, Latinx/e, Pacific Islander, immigrant, refugee, low-income, LGBTQIA+, first generation, multilingual, foster youth, justice-impacted, and students with disabilities and all student populations that are represented in our Strategic Plan.
  • Lead the College's Strategic Enrollment Planning process with a commitment to advancing equitable student outcomes and eliminating systemic barriers to college access, enrollment, persistence, and completion for historically underserved populations.
  • Utilize disaggregated enrollment, retention, and completion data to identify inequities and develop targeted strategies to improve outcomes of disproportionately impacted student populations.
Outreach & Recruitment
  • Serve as the College's primary leaders for equitable outreach and recruitment initiatives, ensuring that recruitment strategies intentionally engage communities that have been historically underrepresented in higher education.
  • Develop culturally responsive recruitment plans that increase access and enrollment opportunities for BIPOC students and families through partnerships with school districts, tribal communities, community-based organizations, faith-based organizations, and cultural centers.
  • Champion multilingual outreach efforts and ensure admission, enrollment and financial aid information is accessible in languages reflective of the communities served by the College.
  • Implement strategies to address historic mistrust, access barriers, and opportunity gaps that have disproportionately impacted historically marginalized students and families.
Enrollment & Onboarding
  • Lead institutional efforts to remove administrative, financial, technological, and procedural barriers that impeded enrollment and successful onboarding for underserved student populations.
  • Ensure orientation and onboarding programs are culturally affirming and intentionally designed to foster belonging, community connection, and success for first-generation students and students from historically marginalized communities.
  • Champion initiatives that reduce equity gaps in application completion, FAFSA/WASFA submission, admissions yield, placement, orientation participation, first-term enrollment, and first-year retention.
Financial Aid & Student Success
  • Lead efforts to increase financial aid awareness and utilization among low-income students, students of color, undocumented students, and other underserved populations through targeted outreach and support strategies.
  • Collaborate with institutional partners to identify and address basic-needs insecurities, including food insecurity, housing instability, transportation challenges, and digital access barriers that may affect student enrollment and persistence.
Staff Leadership & Accountability
  • Foster an anti-racist, equity-minded organizational culture by developing staff capacity in culturally responsive practices, inclusive customer service, and equitable student support strategies.
  • Hold departments accountable for demonstrating measurable progress in closing access, enrollment, persistence, and completion gaps for historically underserved student populations in alignment with the college Strategic Plan.
  • Ensure hiring, progressional development, supervision, and performance evaluation practices to advance the College's commitment to diversity, equity, inclusion, belonging, and social justice.
  • Promote, engage, and present in a manner that creates an inclusive environment and deep sense of belonging for students, staff, and faculty.
  • Leads, develops and supervises a combination of administrators and classified staff members and indirectly supervises multiple faculty advisors, classified staff, administrators, and student/hourly employees.
  • Works closely with community partners, developing and engaging in efforts to meet the needs of the community and educational goals.
Administrative Support & Other Duties
  • Under the direction of the Vice President of Student Affairs, work closely with Guided Pathways Advisory Team to develop clear path for accessibility, entry advising, student orientation, College 101, academic pathways and program offerings.
  • Performs a variety of administrative duties, including prioritizing and allocating resources; reviews and evaluates programs in accordance with the College's strategic plan and accreditation standards; prepares and administers budgets, including determination of staffing and operational requirements; and approves and monitors expenditures.
  • Participates in key campus-wide initiatives.
  • Serves on designated leadership teams and college governance groups to ensure that departmental needs and concerns are represented.
  • Collaborates around Student Conduct and CARE Team with the Dean of Student Engagement & Retention to include investigation and adjudication student conduct reports including completion of required documentation in compliance with college policy and process; train students and staff on student conduct processes; and provide education and training related to student conduct.
  • Manage crisis and urgent student and campus situations.
  • Maintain institutional regulatory compliance with federal and state laws, including Title IV regulations.
  • Prepare or direct the preparation of a variety of written correspondence, reports, procedures, ordinance requirements, and other materials; direct the maintenance of department files.
  • Work closely with all Deans, department leads, and faculty to ensure that students receive support and referrals to offices providing wraparound support and care.
  • Other duties as assigned of a similar level/nature.

Qualifications
Education & Experience:
  • Master's degree in a related field OR Bachelor's degree from an accredited institution in the fields of Psychology, Social Work, Leadership, Education, Sociology, or related field and 7-10 of progressively responsible, directly related professional experience.
  • Experience with higher education policies and regulations and coordinating operational activities related to the student enrollment lifecycle.
Knowledge Of:
  • Student development theory, theories of learning integral to persistence, learning outcomes assessment, staff training/development, student onboarding, and advisement, FERPA, Title IX, ADA, Title IV
  • Microsoft Office applications like Excel, Outlook, and Word programs, as well as electronic student information systems like Peoplesoft, Navigate360, or similar applications
  • Techniques for effective presentations and communication in a multicultural environment
Skill In:
  • Providing leadership, development, training/motivating staff, and colleagues.

Conditions of Employment
Physical Work Environment:
At the discretion of the supervisor, the college may offer remote operations, with administrators working on campus four (4) days per week and one (1) day completed in a fully online environment. Employees will need to provide their own workspace and internet access, noting that the College will provide technical equipment and support for online work needs. When working on-campus, this position will perform work in a standard office setting, use standard office equipment, and physically attend meetings both on and off-campus, using the ability to communicate in person or through appropriate means. This position also works weekends and evenings when appropriate or needed is required.
Terms Of Employment/Salary:
This is a full-time administrative/exempt annually contracted position with initial salary placement determined by the College dependent upon education/experience. The hiring of this position is contingent upon available funding as determined by the College President.
