This opportunity entails being responsible for leading the design and development of software solutions for complex and large-scale business problems while managing a team of software professionals. In this role, you will define development strategy and vision, establish technical approaches, and ensure the successful delivery of innovative, scalable, and secure software solutions. In addition to managing projects and project tasks, you will be responsible for staff development, performance management, and fostering a culture of innovation and excellence in development technology. This role bridges technical execution with people leadership and strategic planning, playing a critical role in advancing enterprise software solution capabilities and team growth.What You'll Do:
  • Leads and manages software engineering teams and strategic development projects.
  • Defines technical vision, development strategy, and architectural direction.
  • Oversees task planning, resource allocation, and project execution.
  • Recruits, mentors, and develops engineering talent through performance management and coaching.

What We Prefer:

  • Enterprise SharePoint architecture expertise - Experience designing and implementing enterprise SharePoint environments in support of transportation programs and project delivery, including complex site hierarchies, content type hubs, permission models, and scalable solutions for large transportation initiatives.

  • Azure cloud architecture and integration - Hands on experience designing and deploying cloud native solutions using Azure Functions, Logic Apps, Azure Storage, and Azure SQL, with a strong understanding of serverless patterns, event driven architecture, and integration frameworks supporting transportation program systems.

  • Multi language solution development - Strong experience developing enterprise solutions using SQL, Python, and C#, including API development, data pipelines, and automation frameworks across cloud and SharePoint integrated environments, including Microsoft Power Platform tools, including Power Automate and Power Apps, to support workflow automation, process standardization, and low code solution development within SharePoint and Microsoft 365 environments.

  • Transportation program and project delivery experience - Experience supporting DOT, infrastructure, or transportation related programs, with understanding of project delivery workflows, data structures, GIS integrations, and systems supporting safety, asset management, or project tracking.

  • Software architecture and design leadership- Proven experience leading solution design reviews, establishing architecture standards, and guiding teams in building scalable, secure, and maintainable systems across multiple platforms.

  • Data and analytics integration - Experience working with enterprise data platforms and reporting tools such as Power BI, including designing data models, integrating SharePoint and Azure data sources, and supporting transportation program reporting and analytics, with a solid understanding of AI/ML fundamentals and statistical analysis principles.

  • DevOps and deployment practices - Experience with source control, CI CD pipelines, and infrastructure as code such as Azure DevOps, Git, Terraform or similar to support repeatable, automated, and governed deployments.

  • Governance, security, and compliance - Strong understanding of enterprise governance, security, and compliance requirements, including role based access and data protection, with experience supporting both commercial cloud environments and regulated or constrained platforms.
