Job Duties

Please Note: This position is open only to current Virginia State employees.
The Licensing Operations Manager directly supports the Division Director in coordinating key division business operations. They provide administrative supervision and leadership to licensing, technical support and business operations staff.
The position will:
-Lead and coordinate key business operations in the areas of finance, budgeting, properties and facilities, vehicles, public affairs, communications and human resources
-Supervises and leads the business operations team by evaluating and monitoring performance, assigning tasks and providing supervisory support
-Serves as liaison between the Agency Home Office, field offices and other agency divisions
-Research, analyze and evaluate program operation effectiveness
-Create, monitor, document and improve operational processes
-Oversee and supervise Home Office customer service operations, (licensing hotline, mail, online customer complaint handling and responses)
This position will:
-Identify and evaluate trends that impact quality of care
-Incorporate and enforce department and division directives, documents and guidance
-Represent the agency and division during interactions with providers, federal, state, and local agencies, and the community to reduce risks to adults and children in care facilities through the promotion and support of improved quality of care and enforcement of state licensing laws, regulations, and evaluation of standards of practices
-Serve as primary liaison for the Division Director with internal and external contacts
-Attend and participate in meeting with the Division Director
-Support the Division Director in coordinating all division operations
-Composes, revises, edits and disseminates correspondence, reports and materials on behalf of the Division Director
-Oversee content, design and updates for division Fusion and public VDSS website
-Assists with projects and activities as assigned by the director
*This position requires in-office and possible travel for remote work.

Minimum Qualifications

Experience in Licensing and regulatory settings
Experience with business operations
-Demonstrated ability to communicate effectively, both orally and in writing, with colleagues, decision-makers and stakeholders.
-Ability to manage complex and critical issues and manage multiple projects and assignments simultaneously with minimal supervision.
-Demonstrated ability to work with a wide and diverse variety of stakeholders and establish and foster cooperative working relationships with internal and external parties.
-Provide leadership and organization to the planning and implementation of programs and projects.
-Strong analytical, problem solving and critical thinking skills.
-Ability to effectively solve administrative problems, and use time-management skills to prioritize workload.

Supervisory experience; experience with multitasking, particularly with high level and priority tasks
Experience with customer service operations, (licensing hotline, mail, online customer complaint handling and responses)
-Comprehensive knowledge of the complex statewide Licensing program and a thorough understanding of the important role the program plays in ensuring self-sufficiency and family well-being
-Advanced knowledge of federal and state laws and policies affecting the programs of the Division of Licensing Programs
-Familiarity with the Code of Virginia and the Virginia Administrative Code
