Job description

You will serve as a FACILITY SUPPORT CONTRACTS BRANCH HEAD in the Facilities Services Division of PACIFIC MISSILE RANGE FACILITY.Qualifications:Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Comprehensive knowledge of acquisition regulations, including Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS), and Naval Facilities Acquisition Standards (NFAS) as they apply to performance-based contracting. 2. Significant technical knowledge and experience in multiple fields or trades to understand and address a wide variety of technical problems encountered in facility support. 3. Knowledge of cost and price analysis techniques to compare contractor proposals against Independent Government Cost Estimates (IGCE), and the ability to analyze problems, conduct research, and make recommendations. 4. Knowledge of contract financials, including invoicing, accounting, prevailing wage rates, and project/labor funding sources. It also requires knowledge of labor laws such as the Service Contract Act, Fair Labor Standards Act, and the Davis-Bacon Act.
