Position Title:  Senior Program Security Specialist L3
Location:  Kirtland AFB, NM, 87117
 
Job Summary
 
Tutulu LLC is looking for an enthusiastic, well-qualified individual to fill the Program Security Specialist L3 position. This role offers the opportunity to work with a diverse and talented group of individuals committed to driving success. 
 
In this crucial role, you will be an integral part of our program security team, ensuring comprehensive coverage of Collateral, SCI, and SAP security programs while efficiently managing daily workloads. You will oversee and execute personnel, physical, industrial, and information security requirements for our esteemed USSF Customer, coordinating all facets of DoD security programs with precision.
Your expertise will be vital in coordinating and conducting personnel security operations within the Defense Information System for Security (DISS) and the Joint Access Database Environment (JADE), ensuring seamless security indoctrinations to facilitate the rapid integration of our workforce. You will also be at the forefront of coordinating and executing in/out processing procedures for military, civilian, and contractor personnel, and providing access control within multiple secure facilities.
 
As a security subject matter expert and advisor, you will offer invaluable guidance to both civilian security personnel and senior leadership. Your support will extend to facilitating government inspections and audits, ensuring compliance with regulations and standards.
 
Moreover, you will be entrusted with conducting thorough reviews of current policies and Standard Operating Procedures (SOPs), presenting well-crafted SOP drafts and proposals to government decision-makers.
 
Skills/Experience Required
 
โ€ข Active Top Secret clearance with Sensitive Compartmented Information (TS/SCI) eligibility
โ€ข 10+ years of relevant Department of Defense (DoD) work experience
โ€ข 4+ years experience in SAP/SCI environment and/or SCI environment within the last five years
โ€ข May be required to consent to and successfully complete a Government Counterintelligence Scope Polygraph
โ€ข Experience working classified computer systems such as Scattered Castles/JWICS/SGN
โ€ข Spearheads implementation of robust processes across Physical Security (PHYSEC), Information Security (INFOSEC), Personnel Security (PERSEC), and Industrial Security (INDUSEC), ensuring comprehensive coverage and adherence to regulatory standards
โ€ข Performs destruction of classified materials
โ€ข Assists in processing of inbound and outbound data transfer files
โ€ข Performs research, processing, filing, and maintaining of inbound and outbound visit notices
โ€ข Escorts facility visitors, associated logs and badging for portfolio days
โ€ข Creates, updates and provides feedback on policies and procedures for use of secure facilities (SOPs, OPSEC plans, etc.), as required by the PSO, and mission partner security
โ€ข Utilizes Defense Information Security System (DISS), as the DoD enterprise system of record for SCI and Collateral Security PERSEC and the Joint Access Database Environment (JADE) for Program PERSEC 
โ€ข Verifies accesses, create program access requests (PARs), and determine Program access eligibility as a Special Access Program Personnel Security Officer (SPO)
โ€ข Understands and exercises the Special Access Program Nomination Process (SAPNP) for personnel
โ€ข Coordinates with Program Management on program access requests (PAR) and SCI nominations, ensuring proper vetting of candidates before access approval
โ€ข Reviews Program Security Classification Guides (SCGs) for administrative, formatting and marking purposes in coordination with responsible PM
โ€ข Conducts and documents facility reviews, and facility close-outs for supported programs
โ€ข Travels to support program management team to industry and/or government locations and organizations
โ€ข Must be Familiar with DoD Security Policy guidance and standards (i.e DoDM 5200.01, Vol 1-3, DoDM 5105.21 Vol 1-3, DoDM 5205.07 vol 1-4, ICD 705-02 etc.)
โ€ข Must be familiar with DD-254 DOD Contract Security Classification Specification, ensuring proper security guidance for the partner contractor to eliminate misunderstandings pertaining to classified work between government and industry

Security Clearance
