Job Purpose: 

Under the supervision of the Chief Executive Officer ("CEO"), the Director of Human Resources ("DHR") will provide administrative oversight, expertise, and leadership for developing and executing human resource strategy in support of Waterfall Community Health Center's ("WCHC") mission, business plan, and strategic direction. The DHR performs Human Resources-related duties at a professional level, with a high degree of independence and critical thinking. This position works closely with the Senior Leadership and Management team and will be a thought partner in exploring ways Human Resources can meet the needs of our Waterfall family. This role supports and provides hands-on assistance to all staff to support their understanding and processing of benefits and enrollment and be responsible for ensuring compliance with all state and federal regulations, audit requirements, and reporting. Responsibilities include the strategy, development, and implementation of innovative Human Resources programs that include collaboration with strategic business partners and directs Human Resources towards its primary objectives. The DHR may be assigned additional Human Resources-related staff supervision as services and operations expand, based upon function. The DHR provides confidential support for the Chief Executive Officer ("CEO") and members of the Senior Leadership Team ("SLT"). This position may be asked to work at other clinic sites as needed. Waterfall Clinic, Inc. dba Waterfall Community Health Center is an integrated patient-centered primary care clinic serving insured and uninsured children and adults with a special emphasis on care for persons who experience barriers to accessing care due to income, language, cultural, and social barriers. This position will support mission and goal achievement, organizational quality, and patient-centered medical home philosophy. 


Duties: 

  • Adhere to the spirit of WCHC to remove barriers to care and our mission statement while performing assigned duties. 
  • Demonstrate the core values of integrity, respect, accountability, compassion, partnership, and collaborative communication. 
  • Develop organizational strategies by identifying and researching Human Resource issues, contributing information, analysis, and recommendations to organizational strategy and direction. 
  • Establish Human Resources objectives. 
  • Implement Human Resources strategies by establishing department accountabilities, including talent acquisition, staffing, employment processing, compensation, health and welfare benefits, training and development, records management, safety and health, succession planning, employee relations and retention, FLSA/EEOC/BOLI and other state and federal regulations compliance, and labor relations. 
  • Develop, implement, interpret, and ensure consistent application of Human Resources strategies, guidelines, and programs. 
  • Create and lead Human Resources practices and objectives that will provide an employee-oriented, high-performance culture that emphasizes innovation, high standards, goal attainment, and the development of a top-performing and innovative workplace. 
  • Collaborate with Chief Financial Officer ("CFO")/Finance Staff to maintain compliance for employee benefits, retirement, salary adjustments, personnel cost control, and other related employee cost center activities; assists Plan Administrator. 
  • Manage and enhance Human Resources in coordination with our payroll software company. 
  • Assume primary responsibility for personnel, supervisory, and staff medical files retained; file all documents accurately and on a timely basis; ensure local, state, and federal law compliance. 
  • Promptly respond to all employment verifications. 
  • Ensure that all compliance posters at agency locations are displayed and well maintained. 
  • Develop, implement, and deliver training programs for varying levels of employees, including managers/supervisors. 
  • Maintain Human Resources system records, personnel files and policies, and Employee Handbook.  
  • Provide full-cycle recruitment for a variety of positions to help the organization meet its mission. 
  • Establish standardized and repeatable processes for sourcing and recruiting candidates. 
  • Source and track candidates through job fairs, job boards, networking, referrals, and all other creative sourcing strategies to find qualified candidates. 
  • Coordinate interviews using various reliable recruiting and selection tools/methods to filter candidates within schedule. 
  • Coordinate hiring, employee orientation, and separation from employment. 
  • Support various leaders with employee relations and performance management issues. 
  • Support the SLT and managers in empowering and developing the workforce. 
  • Cultivate training and employee development programs including performance reviews. 
  • Collaborate and support CEO on initiatives to meet the goal of WCHC being the Employer of Choice. 
  • Responsible for the development, implementation, and supervision of all Human Resources policies and procedures and ensure compliance. 
  • Performs any other duties needed to help drive our vision, fulfill our mission, and abide by our organization's values. 
  • Openly, clearly, and respectfully share and receive information, opinions, concerns, and feedback in a supportive manner. 
  • Work collaboratively by mentoring new and existing co-workers, building bridges, and creating rapport with team members across the organization.

  • Update job knowledge by participating in conferences and educational opportunities, reading professional publications, maintaining personal networks, and participating in professional organizations.

  • Proficiency with Microsoft Office (Outlook, Excel, PowerPoint), keyboarding at 50+ wpm. 
  • Ability to communicate effectively in English, both verbally and in writing. 
  • Maintain confidentiality in accordance with WCHC policies and HIPAA regulations. 
  • Knowledge of and ability to apply Patient Centered Medical Home principles. 
  • Valid Oregon Driver's License 

Requirements

Education and/or Experience and Qualifications: 

  • Bachelor's degree in human resources, Business Administration, or related field, and/or equivalent combination of education, training, and experience. 
  • Minimum 5 or more years of experience in the Human Resources function with responsibilities of benefits administration, strategy, development, and implementation of innovative Human Resources programs. 
  • Completion of coursework in leadership and/or management training for health care professionals preferred. 
  • Knowledge of HR-related regulations including but not limited to ADEA, FMLA, ADA, COBRA, ERISA, HIPAA, EEOC, FLSA and other local and federal laws. 
  • Experience working in FQHC or healthcare is strongly preferred. 

Licensures/Certifications: 

  • Professional in Human Resources (PHR) or (SHRM-CP) certification preferred. 
  • Current American Health Association (AHA) Provider Basic Life Support Card (BLS) within 6 months of hire and recertify prior to the expiration date. 
  • Mandatory Training for Organization and Advanced Health compliance completed within 3 months of hire, no later than 6 months, and recertify prior to the expiration date. 
  • Non-violent Crisis Intervention Comprehensive training class completed within 6 months of hire and recertify prior to the expiration date.  

Immunizations Required: 

  • TB (test upon hire)  

Physical Requirements: 

  • Prolonged periods sitting at a desk working at a computer.
