Job description

Overview
The Senior Programmer supports the VA Specialty Care Program Office by designing, developing, implementing, maintaining, and enhancing enterprise applications, financial management solutions, workflow automation capabilities, and business systems. The position focuses heavily on budget application modernization, process automation, system integration, and digital transformation initiatives utilizing Microsoft Power Platform and Microsoft 365 technologies.
The work is fast-paced and highly collaborative, requiring strong clinical informatics expertise, adaptability, attention to detail, and the ability to perform effectively under pressure during critical implementation and stabilization periods.
Responsibilities:
  • Design, develop, test, implement, and maintain enterprise applications supporting SCPO programs and initiatives.
  • Convert legacy Excel-based budget management tools into Power Platform solutions utilizing Dataverse, Power Apps, Power Automate, Power BI, and SharePoint.
  • Develop workflow automation solutions that improve operational efficiency and business processes.
  • Develop application integrations with authorized VA systems, including Oracle Health, VistA, CPRS, CDW, AACS, FMS, iFAMS, IFCAP, and VSSC.
  • Utilize SQL and relational database platforms to support application development and reporting requirements.
  • Create application architecture diagrams, data flow maps, technical designs, and system documentation.
  • Implement role-based access controls, security features, audit capabilities, and data integrity controls.
  • Develop and maintain production and sandbox environments for testing and quality assurance.
  • Create administrator guides, user documentation, training materials, and recorded training sessions.
  • Support OI&T review processes and ensure compliance with VA architecture, cybersecurity, and interoperability standards.
  • Provide ongoing application support, maintenance, enhancements, and knowledge transfer activities.
  • Lead modernization of existing Microsoft Excel-based budget management tools into enterprise Power Platform applications.
  • Design and implement funding request workflows, approval routing, budget tracking, and financial reporting capabilities.
  • Configure automated interfaces with authorized VA financial systems and enterprise data sources.
  • Develop capabilities supporting budget planning, fund distribution, commitments, obligations, expenditures, and available balance tracking.

Qualifications:
  • Minimum 8 years of application development experience.
  • Strong expertise with:
    • Power Apps
    • Power Automate
    • Power BI
    • Dataverse
    • SharePoint
    • SQL and Relational Databases
  • Experience developing enterprise financial, budgeting, resource management, or workflow applications.
  • Experience implementing automation, decision-support, or emerging business technology solutions in enterprise environments preferred

  • Knowledge of application architecture, systems integration, software development methodologies, and enterprise platforms.
  • Experience implementing commercial off-the-shelf (COTS) solutions within enterprise environments.
  • Excellent analytical, technical, and communication skills.
  • Expertise with VHA systems, specifically , VistA, CPRS, CDW, AACS, FMS, iFAMS, IFCAP, and VSSC.
  • U.S. Citizenship required. Must be eligible to obtain a Federal security clearance/NACI background investigation.
