The role is part of the In-Space Systems business unit, which is focused on addressing two of the most compelling challenges in spaceflight today: space infrastructure and increasing mobility on-orbit.

As part of a hardworking team of specialists and accomplished experts in Program Controls, you will execute Program Planning for various programs within the Blue National Security business unit. Partnered with Blue's Program Managers and Integrated Product Teams (IPTs), you will be responsible for leading the development and maintenance of accurate program plans integrated with our program schedules in Primavera P6. This will require exceptional communication and organizational skills as you solicit inputs on requirements and dependencies across the organization and formulate these inputs into robust program plans and forecasts.

Establishing these program plans will involve development of Work Breakdown Structures, and the formation of control account data structures. You will drive execution to these plans by coordinating status updates and performing regular Estimate to Complete updates. Along with leading root cause variance analysis, you will use data to generate actionable metrics, key performance indictors and reporting to inform program leadership, and influence future plan updates. You will enable effective business decisions by driving accurate program cost estimates through effective cost analysis and supporting the timely delivery quality and transparent program performance data.

This position requires you to implement effective change management to account for approved scope changes, and actively manage program Estimate at Completes (EACs). This will require being exceptionally detail oriented and proactive in analyzing data and variances to help inform future performance on our projects.

You will also support the maturing of the PMO organization by analyzing program cost management procedures and introducing improvements and mentoring other program cost analysts to achieve our high standards. You will also be instrumental in driving organizational and cultural utilization of PMO cost management/forecasting artifacts through all levels of the program team.

Minimum Qualifications

  • Undergraduate degree in business, finance, engineering, project management or other highly analytical field
  • 8+ years of program planning and program finance/business analytics experience for government or commercial customer contracts, or internally funded R&D programs
  • Working knowledge of Earned Value Management Systems (EVMS) along with experience in non-earned value environments
  • Proficiency with leading teams through baseline establishment activities with cost/schedule integration for large data sets, major replans, and formal Estimate at Complete updates
  • Control account management including budget baselining, reforecasting, variance analysis, monthly progress reporting, managing EACs
  • Experience and comfort with working in ambiguous environments and situations
  • Ability to earn trust, maintain positive and professional relationships, and contribute to a culture of inclusion
  • Must be a U.S. citizen or national, U.S. permanent resident (current Green Card holder), or lawfully admitted into the U.S. as a refugee or granted asylum

Preferred Qualifications

  • Experience establishing new programs
  • Experience with Deltek Cobra, Empower, or other Cost/Schedule integration tools
  • Hands-on experience in a Program Planning role, utilizing Primavera P6, Microsoft Project or similar software
  • Proven record of hands-on development and implementation of company-wide process improvements
  • IPMR Customer Deliverables on EVM-required contracts
  • Successful support of programs through DCMA/DCAA, joint site surveillance, or other government audits
  • MBA and/or Project Management certification (PMP/Certified Project Manager)

Base Pay Range for:

CO applicants is $123,611.00 - $173,054.70 WA applicants is $134,434.00 - $188,207.25
