Posting Details
The Office of Family Representation and Advocacy (OFRA) provides high quality legal representation and advocacy for New Mexico families in the child abuse and neglect system.

Why does the job exist?
The Chief Information Officer (CIO) plays a critical role in shaping and executing the agency's strategic direction for information technology. This position leads the development of the agency's annual IT strategic plan, provides oversight for technology initiatives, and ensures effective IT project management across the organization. The CIO is responsible for the operational management of the agency's technology environment, including infrastructure, information systems, security, and IT vendor and contract oversight. Because OFRA is a small agency with only one IT support position, the CIO role also includes performing any and all hands-on technical work and End-User support as needed.
How does it get done?
Duties for this position include:
- Develop, maintain, and lead the agency's strategic direction for information technology, including the annual IT strategic plan and long-term technology roadmap.
- Develop the agency's yearly IT budget and prepare C-2 requests to support planned technology needs and initiatives.
- Manage IT contracts and vendors to ensure effective performance, compliance, and value to the agency.
- Manage agency applications, software systems, and applicable databases.
- Direct and support the daily operational management of IT infrastructure, including networks, servers, security, and end-user systems.
- Supervise IT staff, providing coaching, performance management, and support in building the agency's future IT team.
- Establish and maintain IT policies, procedures, and standards to ensure reliability, security, and compliance with state and federal requirements.
- Collaborate with leadership to identify technology needs, assess risks, and support the agency's broader strategic and statutory objectives.

Ideal Candidate
The ideal candidate will have:
- Proven experience managing and developing IT projects.
- Hands-on technical experience across a range of IT and AV systems, with willingness to step in and provide direct support when needed.
- Strong problem-solving skills and a solution-focused mindset, with the ability to assess issues, identify options, and implement effective resolutions.
- Excellent communication and collaboration skills
- The ability to operate strategically while remaining comfortable with day-to-day operational responsibilities in a small agency environment.
Minimum Qualification
Bachelor's Degree in Computer Science, Management Information Systems (MIS), Information Technology, Engineering, or similar technical degree and six (6) years of experience in at least two (2) of the following areas: Applications Development, IT Architecture, Data Management, Network Administration, Project Management, IT Security/Compliance, or Systems Administration. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience. At least two (2) years leading an IT team.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
