About the Role
FYI is seeking a Senior Human Resources Manager to serve as our subject matter expert on a high-visibility program supporting the U.S. Secret Service Office of Human Resources. You'll lead the development of the agency's Human Capital Strategic Plan and Human Capital Operating Plans - building model-driven staffing targets and workforce growth strategies for both Law Enforcement and non-Law Enforcement personnel. This is an opportunity to shape the future workforce of one of the nation's premier federal law enforcement agencies, working directly with agency leadership and a dedicated team of human capital professionals.
What You'll Do
  • Lead the development, writing, and publication of the Secret Service's Human Capital Strategic Plan (HCSP) covering FY2028-2032.
  • Lead development of biennial Human Capital Operating Plans (HCOPs).
  • Leverage workforce staffing model data to build detailed annual staffing targets and growth strategies for Law Enforcement and non-Law Enforcement personnel, including surge and readiness planning.
  • Translate strategic objectives into actionable initiatives - defining roles, responsibilities, timelines, and resource requirements.
  • Build performance monitoring frameworks with measurable metrics and milestones.
  • Conduct workforce analyses covering labor market trends, attrition/retirement projections, skills gaps, and emerging workforce issues.
  • Incorporate stakeholder input and employee feedback through interviews, focus groups, and surveys.
  • Prepare and deliver briefings and presentations of strategic plans to senior Secret Service leadership.

What You Bring
  • Bachelor's degree in Human Resources, Business Administration, Organizational Development, or a related field.
  • 10+ years of experience in federal human capital management.
  • Demonstrated experience developing strategic plans and workforce growth models for federal agencies or similar organizations.
  • U.S. citizenship and ability to pass a limited background investigation.
  • Strong analytical, writing, and stakeholder engagement skills.
