Job description

Sr. Program Manager

Are you ready to bring order and momentum to the transformation of how Thomson Reuters serves government?

At Thomson Reuters, we inform the way forward, delivering trusted content and technology that government agencies, courts, and public sector institutions rely on to make critical decisions. Our Government segment supports Risk & Fraud, Legal, and Court Management Solutions, across federal, state, and local government, helping public sector institutions navigate complex regulatory requirements, modernize legacy systems, and serve their constituents more effectively. It's a business built on trust, precision, and an understanding that our customers operate under constraints most commercial industries never face, from procurement rules to security clearances to public accountability.

We are looking for a Senior Program Manager to join the Government segment's Transformation and Strategic Initiatives function, reporting to the Chief of Staff and Director of Transformation. This is a senior individual contributor role with full ownership of the delivery infrastructure behind the segment's transformation agenda: the tracking systems, governance, and reporting discipline that turn strategic commitments into completed work. You'll operate with a high degree of independence, engaging directly with senior stakeholders across Commercial Excellence, Marketing, Legal, Finance, and HR, exercising judgment on prioritization and escalation without close oversight.

About the Role:

In this opportunity as a Sr. Program Manager, you will:

  • Own the segment's transformation tracking infrastructure end to end, including initiative and status tracking, recurring operating cadences, and event planning, serving as the source of truth on program status for segment leadership.
  • Lead cross-functional programs from charter through stabilization, translating strategic priorities into structured plans with clear scope, milestones, and measurable outcomes.
  • Design and run governance structures, including decision forums, escalation paths, and risk/issue tracking, driving issues to resolution rather than simply surfacing them.
  • Lead delivery of high-stakes initiatives spanning commercial operations, compliance, and organizational transitions, partnering closely with Commercial Excellence, Legal, Finance, and HR to keep work on track and hold partners to shared commitments.
  • Manage the day-to-day mechanics of complex transitions involving financial, operational, or personnel considerations, keeping work moving and surfacing decisions that need leadership judgment.
  • Monitor program health using status, risk, and delivery metrics, providing executive-ready reporting for senior stakeholders and proactively flagging risks before they surface elsewhere.
  • Act as a proxy for the Chief of Staff on delegated workstreams, making independent calls on prioritization and escalation.

About You:

You're a fit for the role of Sr. Program Manager if you have:

  • 8+ years of progressive program or portfolio management experience delivering complex, cross-functional initiatives in matrixed organizations, with demonstrated ownership of outcomes.
  • A track record of building governance mechanisms, such as risk and issue logs, steering structures, and escalation frameworks, from the ground up.
  • Exceptional stakeholder management and executive communication skills, with credibility to operate confidently with senior leadership, holding cross-functional partners accountable without formal authority.
  • Comfort operating with minimal oversight, navigating ambiguity and knowing when to escalate versus resolve independently.
  • A bias toward hands-on execution: as comfortable designing the operating model as personally driving delivery, without a team to delegate to.
  • Legal, government contracting, or compliance-industry experience is a plus, as is exposure to FedRAMP, procurement, or public sector sales cycles.
