Senior Environmental Specialist
Job Description:
GSI is looking for a talented Senior Environmental Specialist to join our growing team! In this role, you will be overseeing and mitigating risks associated with the full program scope. We are seeking passionate, skilled, and experienced professionals to join a major program and construction management team that is dedicated to supporting a large government customer in successfully delivering on multiple projects. This individual will be responsible for coordinating with the stakeholders and construction contractors; implementing environmental protection plans; coordinating and supervising environmental surveys, and ensuring compliance with federal, state, and local regulations. Will spend a significant amount of time on site observing conditions and Contractor activities to ensure that environmental and permitting commitments are met, especially with regard to sensitive environmental areas.
What You'll Be Doing:
  • Develop and implement environmental management plans.
  • Coordinate with regulatory agencies, municipalities, and other stakeholders.
  • Coordinate staff and subcontractor schedules for environmental surveys and construction compliance inspections.
  • Provide compliance oversight and ensure contactors have federal, state, and local approvals and permits, as needed.
  • Oversee the preparation of environmental reports by GSI and subcontractors.
  • Attend meetings regarding environmental approvals, concerns, and decisions by regulatory agencies, Contractors, and other stakeholders. Prepare subject matter expertise in these matters.
  • Develop a comprehensive NEPA compliance strategy, including identifying the appropriate level of NEPA review (e.g., Categorical Exclusion, Environmental Assessment, Environmental Impact Statement) for each proposed government action.
  • Assist and prepare programmatic EA that analyzes the potential environmental impacts of the overall facilities master plan, including direct, indirect, and cumulative impacts. This EA shall address all relevant environmental resources and consider a range of alternatives.
  • Conduct a detailed environmental analysis of the first phase of the facilities master plan, including identifying and assessing the environmental impacts of specific projects and activities.
  • Engage with the public and stakeholders, including drafting public notices, attending public meetings, and provide assistance drafting responses to public comments
  • Coordinate and consult with relevant federal, state, and local agencies, including the U.S. Environmental Protection Agency (EPA), the U.S. Fish and Wildlife Service (USFWS), and the State Historic Preservation Office (SHPO).
  • Prepare NEPA documentation including but not limited to Notice of Intent (NOI), Environmental Assessment (EA), Finding of No Significant Impact (FONSI) or Notice of Availability (NOA) if necessary for an EIS.

What Required Skills You'll Bring:
  • Bachelor's Degree in Environmental Science, Environmental Engineering, or a related discipline
  • Minimum 10 years of experience preparing NEPA documentation, conducting environmental analyses, and coordinating with federal, state, and local agencies. Overseeing multiple project team in completion of NEPA compliance for a portfolio of construction projects.
  • Proven experience in:
    • NEPA Compliance Strategy
    • Programmatic Environmental Assessments (EAs)
    • First Phase Environmental Analysis Reports
    • NEPA Documentation
    • Record of Consultation with Agencies and Stakeholders
    • Supporting documentation (e.g., site investigation reports, maps, data analyses)

What Desired Skills You'll Bring:
  • Deep familiarity with environmental standards, procedures, and approval processes.
  • Experience coordinating with authorities and clients on environmental permitting and construction compliance monitoring.
  • Excellent written and oral communications skills and a thorough knowledge of industry practices and regulations are also required.

Security Clearance Requirement:
This position at a minimum shall have a favorable fingerprint check and have the minimum tier 1 investigation initiated and completed to obtain a DoD Common Access Card (CAC).

Mix of on-site work and telework, with the expectation that the personnel will be in person the majority of the time, at least 75%.
