Here’s what you will do as our Senior Environmental Engineer:
As our Senior Environmental Engineer, you will be a high-impact individual contributor responsible for ensuring technical quality, regulatory compliance, and risk management across GEMS’ environmental deliverables. The role is primarily focused on senior technical review, second-signature approval, and supporting project execution through practical, defensible solutions in active construction environments. You will also contribute to early-stage scoping by identifying risks and strengthening project plans, while supporting continuous improvement through the development of internal standards and knowledge sharing across the team.
Your work directly protects GEMS and its clients by ensuring technical integrity, compliance, and real-world constructability.
Responsibilities:
  • Perform senior-level technical reviews and provide second-signature approval on environmental deliverables.
  • Approve, reject, or revise to ensure compliance with, legislation and regulatory frameworks, professional engineering and internal quality standards and industry best practices (CanIECA / IECA Canada).
  • Interpret and apply Ontario environmental regulations, including:
    • O. Reg. 406/19 (On-Site and Excess Soil Regulation)
    • Ontario Water Resources Act (OWRA)
    • Environmental Protection Act (EPA)
    • Permits to Take Water (O. Reg. 903)
    • Environmental Compliance Approvals (ECA)
    • Environmental Activity and Sector Registry (EASR)
  • Identify and mitigate technical and regulatory risks across projects; ensure outputs are practical, executable, and defensible.
  • Act as a Qualified Person (QP) under O. Reg. 406/19 and provide oversight on: soil sampling and analysis plans (SAP), soil classification and reuse strategies, soil tracking and reporting.
  • Promote strong cross-department collaboration and provide technical guidance to Project Managers, Coordinators, Field Technicians, and Sales.
  • Support the team with consistent application of regulatory requirements, technical standards and workflows and implementation practices.
  • Uphold rigorous QA/QC standards in partnership with the Technical Delivery function; ensure all work adheres to QMS requirements and regulatory obligations.

What we’re looking for:
Requirements
  • 10+ years’ experience in construction-phase environmental services including excess soil management, ESC implementation and compliance and water management/permitting.
  • Bachelor’s degree in Environmental Engineering or related field.
  • Licensed Professional Engineer (P.Eng.) in Ontario, in good standing with PEO.
  • Demonstrated experience acting as a Qualified Person under O. Reg. 406/19.
  • Strong knowledge of:
    • O. Reg. 406/19 and excess soil frameworks
    • OWRA, EPA, ECA, EASR, and PTTW requirements
    • ESC design, inspection, and compliance
    • Soil sampling, classification, and reporting
  • Ability to translate regulatory requirements into clear, practical construction solutions.
  • High accountability and ownership with strong analytical thinking and decision-making confidence.
  • Direct, clear, and solution-oriented communication style.
  • Structured, logical approach to problem-solving with definitive solutions and guidance.
Desired Skills
  • CPESC (Certified Professional in Erosion and Sediment Control) – strongly preferred
  • CISEC (Certified Inspector of Sediment and Erosion Control) – preferred or willingness to obtain
  • Experience with:
  • Soil reuse logistics and receiving site coordination
  • Brownfield or contaminated sites
  • Water discharge compliance and monitoring programs
  • Digital environmental monitoring/reporting tools
