Job Overview:
We are seeking a Senior QA/Test Analyst with strong SNAP eligibility knowledge to support a large-scale eligibility modernization initiative. This role will focus on validating business rules implemented within Oracle Policy Automation (OPA), ensuring that eligibility determinations, benefit calculations, and case processing functions operate accurately and in accordance with federal and state program requirements.
The ideal candidate combines hands-on testing experience with a strong understanding of SNAP eligibility operations and business rules. This individual will work closely with State stakeholders, solution leads, business analysts, and offshore development teams to validate rule configurations, identify defects, and ensure solution quality.
Responsibilities:
  • Develop, execute, and maintain manual test scenarios, test cases, and test scripts related to SNAP eligibility rules
  • Validate Oracle OPA business rules against approved requirements, policies, and functional specifications
  • Perform functional, integration, regression, and user acceptance testing activities
  • Verify eligibility determinations, benefit calculations, notices, case actions, and related business processes
  • Review requirements, user stories, and design documentation to identify test conditions and expected outcomes
  • Document, track, and support the resolution of defects through completion
  • Collaborate with solution leads, business analysts, and offshore development teams to clarify requirements and validate fixes
  • Support test planning, test execution reporting, and production readiness activities
  • Utilize AI-assisted tools such as Microsoft Copilot to support test design, documentation, analysis, and quality assurance activities
  • Assist with knowledge transfer and testing best practices across project teams

Required Qualifications:
  • 5+ years of overall experience; should have experience testing SNAP eligibility systems, Integrated Eligibility systems, or public sector eligibility modernization initiatives
  • Strong understanding of SNAP eligibility determination, benefit issuance, case management, and program operations
  • Experience performing manual testing of complex business rules and eligibility processes
  • Experience creating and executing test cases, test scripts, and defect documentation
  • Experience supporting User Acceptance Testing (UAT), System Integration Testing (SIT), and regression testing
  • Strong analytical and problem-solving skills
  • Ability to communicate effectively with business and technical stakeholders

Preferred Qualifications:
  • Experience with Oracle Policy Automation (OPA) or Oracle Intelligent Advisor
  • Experience with test management tools such as Azure DevOps, JIRA, ALM, or similar platforms
  • Experience utilizing Microsoft Copilot or other AI-assisted testing tools
  • Prior consulting experience supporting government clients
