The Effector Digital Products Department is seeking an Electrical Engineering Leader with strong experience in ECAD, Digital Design Layout, engineering management, components, obsolescence, PCB manufacturing, and Circuit Card Assembly. The ECAD Section Leader will utilize advanced technical knowledge, and an understanding of how this work integrates across the broader engineering organization. The candidate will collaborate with Engineering to establish technology roadmaps, enable modernization, improve design processes, and drive technical innovation. The role requires close coordination with other section leaders, the department leader, program management, senior managers, systems engineers, and multidisciplinary development teams. Responsibilities are split between supporting program(s) as an engineer and providing functional leadership to the section. 

 

This position is 100% ONSITE in Tucson, Arizona.

What You Will Do

  • Manage a section of 10 to 20 engineers. 

  • Provide career and technical mentoring 

  • Lead functional and cross-disciplinary teams to meet organizational goals and project needs 

  • Support hiring (resume reviews, interviews, etc.) 

  • Elicit and compile performance feedback to support Performance Development 

  • Hold required formal Mid-Year and Year-End Performance Development (PD) discussions where compiled feedback, key strengths and development needs are conveyed 

  • Support and/or drive department initiatives and strategic goals 

  • Ensure effective and efficient program execution through active engagement with program IPTs 

  • Actively participate on the functional leadership team supporting Electrical Products business activities at Raytheon 

  • Lead functional or cross-disciplinary teams to meet organizational goals and project needs 

Engineering Responsibilities to Anticipate: 

  • Engineering responsibilities will support multiple facets of the Overall Circuit Card Assembly Process within Hardware Engineering.

  • Contribute technical expertise in ECAD, layout best practices, and PCB development 

 

Qualifications You Must Have

  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 8 years of prior relevant experience

  • Electrical component evaluation and validation for design and usage within the intended product environment 

  • Printed Circuit Board and Circuit Card Assembly producibility and manufacturability reviews, including design‑to‑cost and yield improvements 

  • Digital circuit design, digital architecture development, or ECAD leadership supporting complex digital hardware solutions 

  • Creation and documentation of Printed Circuit Board (PCB) designs from conception to manufacturing, including library part creation, schematic capture, component placement, routing, gerber/ODB++ generation, and associated documentation using Mentor Graphics and BluePrint 

 

Qualifications We Prefer 

  • An advanced degree in a related field may be substituted for 2 additional years of experience. 

  • Communication with suppliers and cross-functional disciplines (mechanical, supply chain, quality, etc.) 

  • Electrical Product project management, including meeting coordination, action item tracking, and schedule management 

  • Experience serving as a Responsible Engineering Authority (REA), Control Account Manager (CAM), and/or Integrated Product Team Lead (IPTL) 

  • Failure investigation, root cause identification, and corrective action implementation 

  • Development of technical proposals, engineering project estimates, and/or white papers 

  • Requirements verification test planning and execution 

  • Experience creating and presenting professional level design documentation to company leadership and program customers

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.
