Position Summary
The Senior Manager, Proposal Content Strategy leads Scientific Games' Global Proposals content function, developing compelling proposal narratives and integrated visual messaging in support of complex government and commercial pursuits across global lottery markets.
This role partners closely with Commercial leadership, Sales Enablement, Proposal Management, Product, Operations, Marketing, and executive stakeholders to translate business strategy, solution positioning, customer priorities, and competitive differentiation into persuasive proposal content that supports winning outcomes.
The Senior Manager leads a team of proposal writers and works in close collaboration with graphic design and desktop publishing resources to ensure written narratives, visuals, infographics, layouts, and presentation elements work together cohesively to maximize evaluator engagement and proposal effectiveness.
This is a highly hands-on leadership role requiring both strategic oversight and direct content contribution. The Senior Manager is expected to personally lead development of executive summaries, strategic messaging, and other high-impact proposal content while elevating the overall quality, consistency, and effectiveness of proposal communications across the organization.
The role will help advance and mature Scientific Games' proposal content strategy, messaging frameworks, content governance, and integrated storytelling capabilities to support increasingly competitive global pursuits.
Job Duties / Key Accountabilities
  • Lead and Develop a High-Performing Content Team: Build team capability through coaching, mentorship, workload management, editorial leadership, and professional development.
  • Drive Proposal Content Strategy and Quality: Establish and maintain editorial standards, messaging frameworks, and proposal content best practices that strengthen proposal quality, consistency, clarity, and competitiveness.
  • Shape Customer-Centric Proposal Narratives: Develop persuasive, evaluator-focused messaging aligned to customer priorities, procurement requirements, strategic win themes, and Scientific Games' competitive differentiation.
  • Translate Business and Technical Complexity into Clear Messaging: Synthesize operational, commercial, and technical concepts into compelling narratives that communicate value, innovation, and strategic advantage effectively.
  • Partner Cross-Functionally to Support Pursuit Strategy: Collaborate with Commercial leadership, Sales Enablement, Proposal Management, Product teams, Solution Architects, SMEs, and executive stakeholders to align proposal messaging with opportunity strategy and positioning.
  • Lead Executive-Level Strategic Writing: Oversee and contribute directly to high-visibility proposal content, including executive summaries, management approaches, transition strategies, strategic narratives, and other critical response components.
  • Provide Editorial Leadership Across Major Pursuits: Support Proposal Managers and proposal teams through content refinement, editorial guidance, and strategic messaging support during proposal review cycles to ensure consistency, responsiveness, and a unified voice across deliverables.
  • Integrate Visual and Written Storytelling Strategies: Partner with graphic design and desktop publishing teams to ensure graphics, layouts, infographics, and visual elements reinforce proposal messaging and improve evaluator engagement.
  • Build and Evolve Reusable Content Resources: Strategize, maintain, and continuously improve proposal libraries, reusable boilerplate, templates, style guides, messaging repositories, and AI-enabled content tools to improve efficiency, scalability, content quality, and proposal effectiveness.
  • Drive Operational Excellence and Continuous Improvement: Identify opportunities to enhance proposal operations, content effectiveness, collaboration models, and integrated communications capabilities through continuous improvement, innovation, and thoughtful adoption of emerging technologies and AI-enabled solutions.
  • Monitor Industry and Competitive Trends: Maintain awareness of procurement practices, competitor positioning, emerging technologies, and evolving proposal strategies within the global lottery industry to continuously strengthen content quality and win effectiveness.

Qualifications / Skills / Knowledge
Required
  • Bachelor's degree in English, Journalism, Communications, Marketing, Business, or related field.
  • 7+ years of experience in proposal writing, proposal management, strategic communications, content strategy, or related leadership roles.
  • Demonstrated success leading proposal content development for complex, high-value competitive procurements.
  • Exceptional writing, editing, proofreading, and strategic storytelling capabilities, including development of executive summaries and high-impact proposal narratives.
  • Proven people leadership experience, including management, mentorship, workload prioritization, coaching, and development of high-performing proposal or content teams.
  • Strong understanding of government procurement and RFX processes.
  • Demonstrated ability to synthesize complex operational, technical, and commercial concepts into persuasive evaluator-focused messaging.
  • Strong business acumen and ability to collaborate effectively with Commercial leadership, Sales Enablement, Product teams, SMEs, and executive stakeholders.
  • Strong organizational, communication, and project management skills with the ability to manage multiple concurrent priorities under aggressive deadlines.
  • Strong interpersonal and leadership skills with the ability to influence across cross-functional teams.
  • Advanced proficiency with Microsoft Office applications including Word, PowerPoint, Teams, SharePoint, and Excel.

  • APMP certification or equivalent proposal industry experience.
  • Experience within lottery, gaming, technology, SaaS, or other highly regulated industries.
