Connect for Health Colorado (C4HCO) is a public, nonprofit entity established by the Colorado General Assembly in 2011 to create a health insurance marketplace. Since 2013, we've been helping individuals, families, and small employers compare plans, apply for financial help, and buy health insurance. As Colorado's official health insurance marketplace, we are the only place to apply for financial help to lower the monthly cost of premiums. Customers can shop online; get help by phone or online chat from Customer Service Center representatives; and access expert help from a statewide network of certified insurance Brokers and community-based Assisters. Position Summary:


The Senior Communications Strategist (Policy & Internal Communications) reports to the Senior Communications Manager and supports the development and execution of strategic communications for C4HCO's partners, team members, and stakeholders.

They will help translate health policy information, organizational priorities, product updates, and enrollment information into clear, audience-focused communications that strengthen trust and engagement. They will also coordinate communications across teams and support high-volume initiatives such as the annual Open Enrollment period. They will be comfortable working in the rapidly evolving health policy landscape, and will ensure communications align with C4HCO's strategy, voice, and priorities. 


In addition to content development and execution, the Senior Communications Strategist supports the Senior Communications Manager to create the strategy for policy and internal communications, in alignment with C4HCO's priorities. 


When appropriate, the Senior Communications Strategist may represent C4HCO in public meetings or external, collaborative initiatives.

Position Responsibilities

  • Develop and execute strategic policy and internal communications that align with organizational priorities and communications strategies. 
  • Craft, review, and deploy written communications including policy memos, stakeholder emails, talking points, press releases, product announcements, FAQs, and partner engagement materials.
  • Serve as a liaison to improve policy and internal communications, identify communication gaps, and resolve complex communication challenges in coordination with internal teams.
  • Contribute to integrated communications campaigns across email, web, social media, and partner networks.
  • Translate health policy information, organizational priorities, product updates, and enrollment information into clear, audience-specific messaging.
  • Participate in stakeholder meetings and represent C4HCO in partner communications efforts to support coordinated messaging and engagement. 
  • Contribute to rapid-response communications and issue management efforts, ensuring timely and accurate messaging. 
  • Support Open Enrollment communications strategy, planning, and execution, including high-volume, time-sensitive tasks and coordination of messaging.
  • Ensure alignment between customer-facing and internal communication.
  • Identify opportunities to streamline communications processes and strengthen cross-functional coordination.
  • Support the Senior Communications Manager in building and maintaining a disciplined, insight-driven communications function aligned with C4HCO priorities.
  • Monitor engagement metrics and stakeholder feedback; provide insights and recommendations to refine communications strategies and improve reach, clarity, and impact.
  • Perform other duties as needed in support of departmental and organizational priorities.

Requirements

  • Colorado resident.
  • Bachelor's degree in communications, public policy, marketing, journalism, public relations, or a related field.
  • 3-5 years of experience in policy communications, public policy, public relations, or related field.
  • Strong writing and editing skills across multiple formats - policy memos, emails, web content, internal communications, and customer notices. 
  • Ability to translate complex policy, technical, and regulatory information into clear, accurate internal and stakeholder communications. 
  • Ability to develop strategic messaging and execute communications plans that drive engagement and clarity.
  • Experience using engagement data and insights to evaluate performance and adjust communication strategies.
  • Skilled at managing multiple projects simultaneously, including intake prioritization, timeline tracking, and coordinating with cross-functional teams.
  • Comfortable working under pressure and adapting quickly when priorities shift - especially during high-volume periods like Open Enrollment.
  • Experience collaborating with diverse internal stakeholders (marketing, policy, operations, legal) to ensure accurate and priority-aligned messaging.
  • Familiarity with health insurance, the Affordable Care Act, state-based health insurance marketplaces, or the health care industry is strongly preferred but not required.
  • Bilingual skills (Spanish) are strongly preferred but not required.
  • Experience using:
    • Wordpress (and plugins)
    • Salesforce Marketing Cloud, HubSpot, or similar email marketing platforms
    • Customer relationship management systems
    • Marketing database automation tools
    • Microsoft Office Suite

Work Environment:

  • Currently working remotely.
  • The Connect for Health Colorado office is located in the North Tech Center area of Denver, near the intersection of I-25 and I-225.
  • The work schedule may include some non-traditional hours, weekends, and evening events.
  • Core office hours are typically 8 a.m.to 5 p.m. with some flexibility.

Connect for Health Colorado offers a competitive benefits package. Employees are offered a robust benefits package and may elect from various offerings to tailor a package best suited to their individual needs. Connect for Health Colorado employees are eligible to participate in the organization's 403(b) plan and are additionally provided with paid time off, short- and long-term disability, and life insurance.  The salary range for this position is $79,310 - $99,910.
