Primary Purpose of the Organization:
The Budget, Financial Planning & Analysis Office at Fayetteville State University is a department within the Finance and Administration Division. It reports to the Chief Financial Officer (CFO) and the Vice Chancellor for Finance and Administration. The Budget, Financial Planning and Analysis Office assist the university community in maximizing the utilization of all budgeted funds appropriated by the State of North Carolina General Assembly and fiscal resources in a manner that is consistent with guidelines established, allocated, and directed by the Board of Governors of the University of North Carolina (UNC) System, as well as federal and state agencies. The office strives to deliver budget management information services and assistance in a transparent, timely, and customer-service-oriented manner.
Primary Purpose of the Position:
The position will involve analyzing financial data, monitoring budget compliance, and preparing reports for various stakeholders for position control management and all-funds financial reporting. The position is responsible for developing long-term financial plans and conducting cost-benefit analyses for position control management (salaries, benefits, and FTEs).
Minimum Education And Experience Requirements:
  • Master's degree: one to two (1-2 ) years of experience in public administration, business administration, accounting, or a related field. OR
  • Bachelor's degree in public administration, business administration, accounting, or related discipline with two to four (2-4 ) years of experience or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Knowledge, Skills And Abilities:
  • Knowledge of generally accepted accounting practices and principles.
  • Knowledge of federal, state, and local budgeting and finance requirements.
  • Knowledge of Microsoft Office, specifically Word and Excel.
  • Strong skills in budget procedures.
  • Critical thinking and problem-solving skills.
  • Ability to communicate clearly and concisely in oral and written form, using various communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback.
  • Ability to operate accounting systems for data management, problem resolution, and information research.
  • Ability to meet deadlines.
  • Ability to proofread documents and prepare clear and comprehensive reports.
  • Ability to exercise independent initiative to perform original and recurring assignments and exercise judgment without clear directives.
  • Ability to establish and maintain effective working relationships with school system staff, external agencies, vendors, and the community.

Preferred Qualifications:
  • Previous experience in a budget analyst position
  • Experience working in Higher education or state government.
