About the Role
We are seeking an experienced Technical Product Manager to support enterprise IT initiatives for the Georgia Department of Transportation. This role is ideal for a candidate who can operate at the intersection of business strategy, technical architecture, product delivery, and stakeholder communication.
The Technical Product Manager will work closely with business units, executive leadership, enterprise architects, security teams, database administrators, developers, vendors, and external delivery partners. The selected candidate will help evaluate business requests, translate complex workflows into actionable technical requirements, and guide the development of enterprise applications, platforms, and data-driven solutions.
This is not a traditional project management role. The ideal candidate must be comfortable understanding technical systems, asking the right discovery questions, documenting product requirements, managing backlogs, evaluating integrations, and helping teams make sound technology decisions.
Key Responsibilities
Serve as the primary liaison between business stakeholders, executive leadership, technical teams, vendors, and external delivery partners.
Lead discovery sessions to understand business needs, operational workflows, pain points, system limitations, and desired outcomes.
Translate business requests into clear product requirements, technical specifications, product backlogs, user stories, acceptance criteria, process flows, and system documentation.
Partner with enterprise architects, security teams, database administrators, developers, and infrastructure teams to evaluate technical feasibility, system dependencies, integration needs, and delivery risks.
Assess specialized application, platform, and data product requests within an enterprise IT environment.
Evaluate APIs, data integration plans, cloud platforms, existing system capabilities, and third-party software solutions to support buy-vs-build decisions.
Ensure proposed solutions align with internal IT governance frameworks, state agency security protocols, compliance requirements, and enterprise architecture standards.
Prioritize product backlogs based on business value, technical complexity, urgency, risk, and organizational priorities.
Coordinate vendor-led and contractor-led software development efforts, ensuring delivery milestones, quality expectations, and documentation standards are met.
Establish and maintain detailed documentation protocols for internal teams, suppliers, and external partners.
Prepare executive-level status updates, roadmap summaries, project documentation, decision logs, risk registers, and management reports.
Identify opportunities to improve IT intake, request evaluation, prioritization, and delivery processes using data-driven insights.
Develop templates, standard operating procedures, training materials, process guidelines, and governance documentation.
Draft formal technical policies, agency guidance documents, and system regulations for leadership review and approval.
Required Qualifications
Minimum 4 years of experience in technical product management, product ownership, technical program management, or a similar enterprise IT delivery role.
Minimum 2 years of experience with one or more of the following:
Data pipelines
GIS or spatial data systems
Cloud infrastructure such as Azure or AWS
Enterprise platforms such as ServiceNow
API integrations
Enterprise system integrations
Experience gathering, analyzing, and documenting business and technical requirements.
Experience creating or managing product backlogs, user stories, acceptance criteria, process flows, and technical documentation.
Strong understanding of enterprise IT environments, application platforms, data structures, integrations, security reviews, and governance processes.
Ability to work effectively with both technical and non-technical stakeholders.
Strong communication, documentation, presentation, and executive reporting skills.
Experience working in Agile, Scrum, hybrid, or structured delivery environments.
Ability to manage competing priorities, clarify ambiguous requirements, and drive alignment across multiple teams.
Preferred Qualifications
Experience working with government agencies, public sector organizations, transportation departments, or regulated enterprise environments.
Experience with GIS/spatial data systems, transportation technology platforms, data platforms, cloud modernization, or ServiceNow.
Experience overseeing outsourced software development teams, vendors, suppliers, or contractor-led delivery.
Familiarity with enterprise architecture review, cybersecurity review, IT governance, compliance, and risk management.
Experience supporting buy-vs-build analysis, technical intake evaluation, platform modernization, or enterprise application assessment.
Experience developing policies, procedures, templates, training materials, or governance documentation.
Certifications such as PMP, Scrum Master, Product Owner, SAFe, Azure, AWS, ServiceNow, or related credentials are a plus.
