JOB SUMMARY

The Security Manager is responsible for the overall security of the facility, including perimeter control, alarm system, camera, radios, keys, security equipment, scanners, and contraband control. The candidates provide direct oversight of shift coverage 24/7 (weekends, holidays and after business hours). Also, the candidate is responsible for maintaining safety in the residents living quarters to ensure accountability and compliance with the goals of the organization, policies, procedures, and funding source requirements. Monitor and coordinate urine surveillance system to ensure compliance with Bureau of Prisons (BOP) requirements. The candidate shall be accessible to work at least on late day on rotation schedule as required to train security personnel monitor staff performance to ensure operational compliance.

RESPONSIBILITIES

  • Manage and train security personnel to ensure compliance with VOACC policies
  • Promote, maintain the safety, and security of the facility in compliance with VOACC procedures, funding source requirements, ACA, PREA and OSHA regulations.
  • Overall management and supervision of security schedule/ shift coverage operations 24/7
  • Conduct regular security and safety inspections of the facility on each shift.
  • Recruit, supervise, evaluate security operation and present security improvement plan to the senior management team semi-annually or as necessary
  • Develop and lead the program emergency response training and risk management.
  • Ensure that the team follows security, life and safety protocol requirements
  • Write comprehensive report and investigate any security and safety violations
  • Develop, implement, and coordinate pre-service and in-service training for security staff.
  • Maintain working knowledge and expertise of VOACC policies, procedures, and operations, as well as funding sources contractual requirements.
  • Perform functions related to the BOP center disciplinary process as directed.
  • Conduct security staff meetings monthly as well as attend monthly program meetings and other VOACC work related meetings and functions.
  • Maintain security operations records to comply with VOACC policies and procedures and BOP/ACA/PREA requirements
  • Monitor security equipment, and supplies requisition including quarterly key inventory
  • Perform duties related to the urine/breath surveillance program, including managing the procurement and processing of urine specimens in compliance with facility procedures.
  • Coordinate facility shakedown semi-annually and submit detail report within 2 weeks
  • Monitor the medication log in accordance with policy and procedures and conduct medication inventory monthly to ensure proper handling of all medications to include disposition and documentation for audit
  • Develop and utilize a network of community resources relative to the needs of facility security operations.
  • Manage and control contraband and disposition of contraband items as required
  • Serve as On-Call Supervisor (OCS) as scheduled.
  • Act as Director (s) as required during the absence of senior management team.
  • Prepare weekly, monthly, or other periodic reports as required.
  • Drive company business and/or transport clients as required.
  • Participate in professional enhancement training and activities, to include 40 hours of annual training as mandated by the ACA, VOAC, and funding, and CPR/First Aid/AED instructor certifications.
  • Represent the program to the public, community agencies, and funding sources, professionally and appropriately.
  • Assist to ensure the facility's compliance with the American Correction Association (ACA) standards for accreditation and Prison Rape Elimination Acts (PREA)
  • Perform other duties as assigned.

PHYSICAL REQUIREMENTS

  • The ability to safely operate a motor vehicle to transport oneself, consumers, and program supplies as necessary.
  • The physical ability to travel to assigned locations, stand, stoop, bend, reach, pull, push, lift, grasp, climb, talk, see, hear and perform basic and light home maintenance activities, and operate office equipment.
  • Move and lift light objects up to 30 pounds such as mail, supplies, files, and equipment
  • Operating office equipment requiring continuous or repetitive hand/arm movements.
  • The ability to remain in a sitting position for extended periods of time

REQUIREMENTS

  • Bachelor’s Degree in security management or a related major in the field of human services preferred.
  • A high school diploma or equivalent is required with five years of transferable experience, preferably management experience in human services or corrections or security.
  • Must possess the following minimum qualifications and experience:
    • Previous security, law enforcement or military experience
    • Ability to make independent decisions using good judgement, analyzing and independently solving a variety of difficult situations and problems
    • Ability to speak, read, write and understand English language to complete job requirements and to communicate with team members, visitors, and law enforcement agencies.
    • Knowledge of principles and practices of security operations and management, enforcement procedures and safety practices in a correctional setting or community Re-Entry facility environment
    • The position requires a reasonable proficiency with business computer applications and a working knowledge of security operations, health and safety regulations as pertains to a community residential center.
  • A reasonable combination of the following skills and abilities to develop security staffing plan, emergency, security equipment, contraband control, urine surveillance, public relations, and personnel supervision.
  • Medical clearance for Tuberculosis and annually thereafter.
  • Acceptable Bureau of Prisons background, OIG Exclusion check
  • CPR/First Aid Certification must be acquired and maintained once employed
  • Excellent written and verbal communication skills
  • Ability to work in a fast healthcare environment
  • Experience with Microsoft Suite (Power-point, Excel, Word etc)
  • Bilingual in any language a plus
