Job Summary
The IT Business Analyst and Scrum Master (Contractor) are responsible for gathering, understanding, and documenting stakeholder business needs to ensure that the ASCP IT Development Team has the information needed to build solutions. This person is responsible for gathering data and information from stakeholders, reviewing and providing feedback on work in progress, conducting stakeholder review and user acceptance testing, and writing functional and technical documentation. They are also responsible for facilitating the Scrum process, including managing stand-ups and tracking progress, participating in Sprint Reviews and Retrospectives, and tracking progress during sprints.
The IT Business Analyst and Scrum Master (Contractor) is accountable for ensuring that the solutions delivered by the Development Team meet the agreed-upon requirements, that user-acceptance processes have been followed, and that documentation has been developed to enable ongoing management of the solutions. They are also accountable for ensuring that the team follows Agile principles, removing obstacles, fostering collaboration, and resolving conflicts.
Special Characteristics
The IT Business Analyst and Scrum Master (Contractor) must have the technical and written/oral communication skills to ensure effective documentation of business requirements and system functionality and the ability to interface with both technical and non-technical staff. In addition, they must be skilled at questioning assumptions, eliciting detailed requirements, and identifying blind spots. They must demonstrate strong leadership, problem-solving, and time management skills to enable effective guidance of the team in following Agile methodology.
Essential Functions
  • Working in an Agile environment and continuously reviewing the business needs, refining priorities, outlining milestones and deliverables, and identifying opportunities and risks
  • Contributing to the facilitation and organization of the Agile development process to help enable the delivery of complex digital solutions and products
  • Collaborating with colleagues and stakeholders to gain an in-depth understanding of and document critical business requirements
  • Identifying and developing innovative solutions for operational and strategic changes
  • Developing functional and technical documentation of existing and new workflows, applications, and processes
  • Analyzing complex business problems and helping to determine effective IT solutions
  • Defining objectives and scope of project solutions and implementation plans
  • Participating in Sprint Review meetings and collecting stakeholder feedback
  • Participating in daily Dev Team scrum calls
  • Leading Sprint Planning and Sprint Retrospective meetings
  • Working with the IT Director to establish and inform IT Roadmaps and deliverable timelines
  • Participating in project development workgroup meetings
  • Monitoring and enforcing Dev Team adherence to Agile methodology and ASCP processes
  • Working with the IT Director to establish, monitor, and enforce Agile KPIs
  • Identifying blockers and risks and escalating as needed
  • Managing Sprint assets, including Sprint Review and Team Capacity and Velocity documents and other items necessary to ensure transparency and organization of the team's workload
  • Leading the Dev Team in using Agile methodology and scrum practices
  • Identifying opportunities for knowledge transfer, education, and training for IT staff and stakeholders
  • Identifying and removing impediments and coaching the team to develop impediment identification and removal skills
  • Conducting post-project evaluations
Typical Work
  • Meet with stakeholders to gather and document requirements
  • Participate in and lead Dev Team meetings as appropriate
  • Review and provide feedback on work output of the Dev Team
  • Produce and maintain functional and technical documentation of existing and new solutions for future reference
  • Identify and recommend improvements in the Dev Team's processes, including requirements gathering, UAT, development, and documentation
  • Manage Sprint assets, including Sprint planning and review documents, DevOps templates and processes, and tracking reports.
  • Serve on appropriate project development workgroups
  • Work with IT Director on related projects
Typical Working Conditions
General hybrid office environment. Frequent non-IT staff interaction.
Qualifications/Requirements
Educational Background - IT related technical coursework. Certifications and credentials preferred.
Work Experience - 3 years experience in requirements gathering and business analysis, or comparable coursework. 3 years experience working in Agile methodology, including leading a scrum team.
