Job Purpose

The Water Program Manager will be responsible for Water Program compliance at NASA Johnson Space Center (JSC), a program which includes drinking water, storm water, and wastewater compliance with federal, state, local, and NASA requirements and regulations. The Water Program Compliance Lead requires experience, and ideally expertise, with the National Pollutant Discharge Elimination System (NPDES), Texas Pollutant Discharge Elimination System (TPDES), and federal and state Public Water System/potable water compliance.  The position includes providing technical guidance and support to current and proposed operations, providing consultation to customers on rule applicability analysis, resolving and mitigating compliance issues, and developing and improving sustainable compliance programs.

Salary Range for this position is $85,000 - $100,000. The compensation for this role is commensurate with experience


Duties & Responsibilities

The following are examples of responsibilities for the position, but it is not an exhaustive list of all that is required to support JSC compliance with storm water, wastewater, and drinking water regulations.

Storm Water

  • Developing updating and tracking compliance with storm water pollution prevention plans (SWPPPs) for JSC four primary sites (JSC, Ellington Field, Sonny Carter Training Facicilty, and El Paso Forward Operating Location (EPFOL)).
  • Managing compliance under JSC's Multi-Sector General Permit (MSGP) for industrial stormwater discharges including preparation of Discharge Monitoring Reports (DMRs).
  • Running all required SWPPP team meetings.
  • Preparing Storm Water Annual Comprehensive Site Compliance Evaluation Reports.
  • Preparing Containment Logs.
  • Preparing Annual Phase II (Small) MS4 Reports and updates to the site Storm Water Management Plan.
  • Conducting/overseeing construction stormwater permit, SWPPP, and inspection reviews.

Wastewater

  • Preparing TPDES reports, the Sanitary Sewer Industrial Discharge Management Plan, and the Industrial Discharge Compliance Risk Evaluation and Recommendation Report.
  • Evaluating proposed sanitary sewer discharge requests.

Drinking Water

  • Preparing the JSC Drinking Water Monitoring Plan.
  • Preparing Sampling Plan submittals to the State. 
  • Tracking Drinking Water Sampling Analysis and overall system compliance.

Other

  • Supporting National Environmental Policy Act (NEPA) work related to water impacts. 
  • Supporting field sampling, inspections, compliance audits, and reporting for water compliance.
  • Reviewing engineering and design drawings and layouts and GIS maps to assess water compliance issues.
  • Periodically responsible for spill, response, and remediation which includes being on call 8-9 times per year for a one-week duration. 

Requirements

Qualifications

Education: Bachelor's degree in environmental science, engineering, or related field

Experience:

  • Minimum of 5 years of relevant work experience. Graduate level education can be substituted for experience. 
  • Applicants must have experience with federal, state, and local water program compliance which includes storm water, wastewater, and drinking water.
  • Expertise in MS Office. 
  • Excellent organizational, management, and communications skills.
  • Must be eligible for unescorted access to a federal facility, which normally requires (a) U.S. citizenship or permanent residency (green card), and (b) no felony convictions.

Certification:  A TCEQ Class D Water License to conduct and sign for drinking water sampling is required.
