Job Summary
The Regional Time Administration Manager is responsible for overseeing the accurate and timely management of employee timekeeping, labor tracking, and workforce reporting across multiple construction projects and regions. This leadership role partners closely with field supervision, project management, payroll, and operations teams to ensure labor hours are properly recorded, coded, audited, and reported in compliance with company policies, client requirements, and applicable regulations.
The Regional Time Administration Manager will lead time administration processes, support continuous improvement initiatives, mentor time administration staff, and ensure consistency and accuracy across all regional timekeeping operations. Additionally this position will oversee 10-15 Time Administrators around the country.

Essential Job Responsibilities
  • Lead and oversee regional time administration operations across multiple projects and job sites
  • Manage and support Time Administrators to ensure accurate and timely processing of employee labor hours
  • Establish and maintain standardized timekeeping procedures and best practices across the region
  • Ensure labor hours are accurately coded to appropriate jobs, phases, departments, and cost codes
  • Monitor daily and weekly time entry submissions and enforce payroll processing deadlines
  • Review, audit, and approve time entries for accuracy, completeness, and compliance
  • Investigate and resolve payroll and labor discrepancies in partnership with field leadership and project management teams
  • Analyze labor distribution reporting, workforce utilization, and timekeeping trends to identify risks and improvement opportunities
  • Maintain employee rosters, job assignments, security access, and system configurations within timekeeping platforms
  • Prepare and distribute regional labor reporting, workforce analytics, and compliance documentation
  • Collaborate with Payroll, HR, Operations, and Project Controls to support accurate labor forecasting and reporting
  • Train field employees, supervisors, and administrative staff on timekeeping systems, policies, and procedures
  • Support implementation and optimization of timekeeping software and workforce management systems
  • Ensure compliance with company policies, union agreements, prevailing wage requirements, and applicable labor regulations
  • Participate in process improvement initiatives focused on efficiency, reporting accuracy, and operational scalability
  • Other duties may be assigned to support business operations

Minimum Qualifications
Required
  • High school diploma or equivalent required; Associate or Bachelor's degree preferred
  • 5+ years of experience in timekeeping, payroll administration, workforce administration, or related construction administration roles
  • 2+ years of leadership or supervisory experience preferred
  • Strong understanding of construction labor tracking, job costing, workforce reporting, and payroll processes
  • Experience with timekeeping and construction management software such as Procore, Viewpoint, HeavyJob, UKG, or similar systems
  • Advanced proficiency in Microsoft Excel and Microsoft Office Suite
  • Strong analytical, organizational, and problem-solving skills
  • Excellent communication and interpersonal abilities
  • Ability to manage multiple priorities across fast-paced operational environments
  • Strong attention to detail with a focus on accuracy and compliance

Preferred
  • Construction industry experience strongly preferred
  • Experience supporting multi-site or regional operations
  • Associate or Bachelor's degree in Business Administration, Accounting, Construction Management, or related field
  • Experience with labor compliance, certified payroll, or union workforce environments
