Job Description:
Overview
To perform advanced-level Supervisory Control and Data Acquisition network (SCADA network) Engineering oversight for the Public Utilities Department, including all associated hardware and software applications, network appliances, network fiber optic connections, the department's radio telemetry systems and supervision of a group of technically trained staff members who supply continued application support and maintenance.
Essential Functions
  • Manages Department's information communication and SCADA systems.
  • Develops and designs communications hardware and software solutions to meet complex requirements between equipment provided with various communication technologies.
  • Performs or directs database administration of relational database management systems (including planning, modeling, installing, upgrading, implementing, testing, tuning, and maintaining) in a multi-tiered client/server environment.
  • Performs highly complex technical scripting and programming to enhance or provide an engineered solution for both anticipated or unanticipated network problems.
  • Develops and administers project budgets.
  • Responsible for conceptualization, design, development, support and maintenance of SCADA systems/HMI (Human Machine Interface).
  • Defines, modifies, and maintains the database structure through both Data Definition Language (DDL) and Data Manipulation Language (DML).
  • Responsible for database troubleshooting and management which includes configuration, resource monitoring and reporting, and the development of specialized programs.
  • Develops impact studies and alternative analysis for system changes; analyzes performance indicators.
  • Establishes and ensures implementation of standards for hardware and software; reviews computer system capabilities, workflow, and scheduling limitations to determine if requested changes to operating system are possible.
  • Designs panel layouts and wiring diagrams.
  • Develops and documents SCADA and PLC programs.
  • Designs and integrates wired and wireless Ethernet and Serial data networks.
  • Performs radio sit surveys and analysis.
  • Supervises the construction of instrumentation and control systems.
  • Designs and installs HI screens and interfaces.
  • Troubleshoots, analyzes, repairs, reports on, and recommends/performs service of SCADA, PLC< Instrumentation, motor controls, and process analyzers.
  • Performs and documents process instrumentation verification and calibration.
  • Mounts and wires components in PLC and motor control panels.
  • Runs an assemble coaxial, Ethernet and serial cables.
  • Performs I/) loop testing and wire tracing and identification.
  • Measures voltage, resistance and current of electrical circuits.
  • Procures material and service in conformance with the City policies and procedures.

Minimum Qualifications
  • Bachelor's degree in computer science or related field,
  • Five (5) years of progressively responsible professional experience with programming, configuring and maintaining SCADA software packages, PLC platforms, Microsoft Operating Systems, POC, SQL and OLE client servers,
  • Five (5) years' experience working with or around electrical, mechanical and chemical feed equipment and systems used in water, wastewater and reclaimed water system operations,
  • SCADA training and certification from City SCADA systems providers within 12 months of hire.

Responsibility
Under the direction of and responsible to the Department Head or designated representative. Supervises assigned Control Systems Technicians.
Physical Requirements
Work requires sitting at computer screen for prolonged periods of time. Otherwise, work is performed in a normal office environment. This is light work requiring exerting up to 20 pounds of force occasionally and up to 10 pounds of force frequently. Position requires reaching, fingering, talking and hearing to accurately perceive information at normal spoken word levels. Position requires visual acuity for reviewing, checking, preparing and maintaining written and computer files. Manual dexterity to operate standard office, data entry and word processing equipment is required.
Public Contact
Contact with the public is very limited. However, contact and interaction with the City's IT Department and divisions within the Utilities Department are critical. Contacts are also with vendors in the discussion and evaluation of new and revised hardware and software proposals.
