Job description

Job Summary Supervises all phases of construction, repair and maintenance of sanitary, drainage, and flood protection system/assets. Responsible for all support activities including locating facilities for repair and replacement by construction crews. Responsible for all sanitary, combined sewers and other structures including replacement, re-grading, erosion repair, cave-in repair and cutting/cleaning of drainage facilities.

Responsible for direct supervision of unit employees and Field Specialists. Responsible for flood street closure installation and removal. Responsible for primary consultation with MSD customers for backup, sewer investigation and drainage complaints during and outside normal working hours.

Responsible for Consent Decree related construction and maintenance including CSO modifications, inspections and maintenance, telespection of MSD assets and utilizing Pipeline Assessment and Certification Program (PACP). Responsible for Nine Minimum Control (NMC) and Capacity, Management Operation and Maintenance (CMOM) activities. Acts as a primary MSD responder for Sewer Overflow Response Protocol (SORP) activities.

Monitors capital projects program. Serves as back-up to Flood Protection Department for installation and maintenance activities related to street closures, gates and other related facilities. Serves as back-up to Drainage and Flood Protection Supervisors and administers service contracts with engineering companies and vendors.

Essential Job Functions Supervises, coordinates and schedules activities for sanitary employees involved in the repair of combined, sanitary and stormwater collection systems, including the installation of catch basins, main sewers, storm lines, slip lining, cave-in repairs, property service connection repairs, manhole/catch basin/CSO repairs, erosion repairs, ditch cleaning and re-grading. Ensures the appropriate equipment, materials and supplies are available. Inspects and investigates service requests related to sanitary, drainage or other MSD facilities, including meeting with customers, updating Hansen and coordination with other Utilities and Metro Louisville Officials.

Serves as back-up to and works in conjunction with Drainage Supervisors for the installation and maintenance of local drainage systems and culverts. Schedules and oversees the performance of Nine Minimum Control (NMC) and Capacity, Management Operations and Maintenance (CMOM) activities. Oversees CSO inspection, maintenance and repair, sewer line cleaning and catch basin cleaning.

Oversees catch basin cleaning programs, chemical root treatment and repairs to non-fleet small tools and appurtenances. Utilizes Hansen, Hansen Arcview Replacement Project (HARP), eB, SAP and other MSD software to plan, monitor, create, modify or closeout work orders. Oversees the closed circuit televising of sewer lines, property service connections, storm lines and other facilities to categorize existing defects in the collection system.

Determines the nature of blockages, obstructions and failures in order to minimize or eliminate issues that may limit system capacity. Plans, administers, and coordinates all capital project activities. Serves as a back-up to the Drainage and Flood Protection Supervisors and assists with all aspects of capital and maintenance planning for the flood protection system.

Maintains the database of contractors and vendors for I&FP service contracts. Plans, prioritizes and executes sanitary, drainage and support related activities for crews including shooting grade, estimating materials, planning proper trench safety or confined space entry. Supervises the installation and removal of flood protection street closures.

Conducts dam safety inspections and takes corrective actions. Provides training and in-field evaluation of employees. Responds to MSD emergencies including rain, snow and flood events.

Administers discipline as needed. Participates in grievance and disciplinary action meetings. Knowledge, Skills and Abilities Necessary to the Work Knowledge of construction standards and methods; knowledge of construction and preventive maintenance, carpentry, concrete and masonry; knowledge of surveying, knowledge of regulatory laws and regulations; skill in reading blueprints, construction plans and atlases; skill in communicating effectively both orally and in writing; ability to calculate materials and cost estimates; ability to supervise a diverse workforce; ability to determine line and grade; ability to operate a PC and associated Windows environment software (e.g

Microsoft Office Suite); ability to utilize Hansen, HARP, SAP and eB; ability to perform physically demanding tasks as outlined above; ability to work under adverse working conditions such as inclement weather; ability to work effectively under heavy, unpredictable surges in workload; ability to work 24 hour emergency response, various shifts and weekends; ability to be courteous and helpful under pressure. Minimum Requirements Associate Degree in engineering, engineering technology, construction administration or a related field; five or more years of experience relating to sanitary/drainage construction; an equivalent combination of education and experience may be substituted. Must possess a valid driver's license.

Must have an acceptable means for being contacted during off-duty hours. Must have safe work and driving habits. One or more years supervisory experience preferred.

This position is considered safety-sensitive and is subject to random drug testing.
