Position Summary

RORE is seeking an organized, detail-oriented Proposal & Business Development Coordinator to support federal proposal development, opportunity tracking, marketing, and executive administration. This role coordinates time-sensitive submissions, monitors federal procurement opportunities, maintains business development resources, and helps ensure proposal materials are accurate, complete, professional, and submitted on time.


The ideal candidate is comfortable managing multiple priorities, collaborating with internal leaders and external partners, and working within the structured requirements of U.S. federal contracting. This position offers a strong growth path toward proposal management, business development, or capture management.


Key Responsibilities

Proposal Coordination & Submission — 30%

  • Coordinate proposal schedules, milestones, deadlines, reviews, and final submission activities.
  • Manage proposal submissions through PIEE, SAM.gov, and other agency portals.
  • Prepare proposal forms, administrative volumes, and supporting documentation in accordance with solicitation requirements.
  • Coordinate with subcontractors and team partners to obtain quotes, representations, certifications, and other required information.
  • Organize proposal files and maintain accessible, accurate records of submissions and supporting materials.

Business Development Support — 30%

  • Monitor SAM.gov and other relevant sources for new opportunities, amendments, notices, and sources-sought requests.
  • Maintain the opportunity pipeline, proposal calendar, and related tracking tools.
  • Maintain certifications, registrations, and online company profiles, coordinating updates as needed.
  • Maintain and organize the company’s past-performance database and other reusable business development content.
  • Assist with travel, conference registrations, and logistics for business development events.

Marketing & Communications — 20%

  • Update company capability statements, presentations, and other marketing materials.
  • Coordinate routine updates to the company website using WordPress or a similar platform.
  • Develop, schedule, and maintain professional content for LinkedIn and other approved social media channels.
  • Help ensure company branding and messaging remain consistent across proposal and marketing materials.

Executive & Administrative Support — 20%

  • Provide executive and administrative support as needed, including document preparation, scheduling, coordination, and follow-up.
  • Support special projects and cross-functional priorities related to proposals, business development, and corporate operations.
  • Handle business-sensitive information with appropriate discretion and confidentiality.


Minimum Qualifications

  • Two to four years of proposal coordination, business development, marketing coordination, or closely related experience.
  • Demonstrated ability to coordinate multiple deadlines and produce accurate work under stringent timelines.
  • Strong written and verbal communication, organization, follow-through, and attention to detail.
  • Proficiency in Microsoft Word, Excel, PowerPoint, Adobe Acrobat, and SharePoint.
  • Experience editing basic website content using WordPress or a similar content management system.
  • Experience supporting LinkedIn or other professional social media content.
  • Authorization to work in the United States without sponsorship.


Preferred Qualifications

  • Bachelor’s degree in marketing, communications, business, or a related field.
  • Proposal coordination experience within federal contracting, construction, architecture, engineering, or a related professional-services environment.
  • Familiarity with NAVFAC, USACE, Department of Defense, or GSA opportunities and proposal requirements.
  • Experience with PIEE, SAM.gov, federal agency submission portals, and Adobe InDesign.
  • Experience coordinating subcontractor or teaming-partner information for competitive proposals.


Compensation & Benefits

The anticipated base salary range for this position is $72,000–$82,000 annually, commensurate with qualifications and experience. RORE offers eligible full-time employees a benefits package that includes:
