Job description

Introduction
The mission of the Division of Transportation Solutions is to provide excellence in transportation by developing, constructing and maintaining the State's infrastructure in a manner that results in a safe, cost-effective, and efficient multi-modal transportation network that enhances mobility commerce, and livability. In addition, Transportation Solutions provides high quality support services to other divisions in the department.

Summary Statement
This essential position manages Traffic Safety Programs within Traffic Operations and requires availability during severe weather, homeland security emergencies, traffic incidents, and planned or unplanned events. Will supervise staff and oversee multiply programs and projects while providing technical expertise in engineering development and maintenance related to traffic work zones and clear zone hazards, The role works closely with the Transportation Management Center and statewide partners to maintain safety, accessible roadway operations and work zones in accordance with Delaware MUTCD, TIM, specifications and AASHTO guidelines.
Preferred Qualification
Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.
  1. Three years experience in interpreting the Manual on Uniform Traffic Control Devices (MUTCD) requirtments.

Essential Functions
Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Drafts, develops and modifies engineering designs, plans and specifications.
  • Reviews permit applications, blueprints and/or designs prepared by others to ensure compliance with specifications and regulations.
  • Applies the principles and theories of science and mathematics to research and develop solutions to technical problems.
  • Plans and conducts field studies, surveys, research and development projects, inspections and/or investigations to collect data and ensure conformance to state/federal laws and regulations.
  • Tests or evaluates materials, equipment, systems and facilities.
  • Plans and coordinates engineering projects.
  • Reviews, analyzes and reports on the status of projects and/or regulatory conformance.
  • Develops cost estimates for project time and materials.
  • Provides technical guidance and training to technical staff.

Job Requirements
JOB REQUIREMENTS for Engineer Program Manager II (Department of Transportation Only)
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
1. Possession of a valid Delaware Professional Engineering License OR Possession of a valid Professional Engineering license issued by a proper authority of a state, territory or possession of the United States, the District of Columbia, or a province or territory of Canada.
2. Three years experience as a project engineer in one or more of the discipline(s) of engineering shown below which includes managing engineering programs and projects.
