Job description

We are currently looking for a Business Analyst for a 100% remote position supporting a large federal government healthcare modernization project. This role will support enterprise-level initiatives involving Agile and SAFe delivery, EDI transactions, APIs, healthcare interoperability standards, and IT modernization. The Business Analyst will translate strategic business needs into scalable technology solutions while connecting business strategy, product delivery, and enterprise transformation.
This role operates within a collaborative Agile Scrum environment and works closely with senior business leaders, product owners, developers, Scrum teams, and other cross-functional stakeholders across programs and value streams.
The candidate must reside within the continental US.
Responsibilities
  • Lead enterprise-level requirements strategy by partnering with senior business leaders, product owners, and cross-functional teams to define, refine, and prioritize complex business needs across programs and value streams.
  • Manage product-level backlogs and support roadmap planning by evaluating business value, strategic objectives, dependencies, risks, team capacity, and investment priorities.
  • Serve as a strategic liaison among business stakeholders, development teams, and leadership while facilitating discovery sessions, requirements workshops, prioritization discussions, and continuous feedback loops.
  • Collaborate with Agile Scrum teams to analyze business requirements and translate them into actionable user stories, acceptance criteria, and high-quality technology solutions.
  • Oversee end-to-end validation activities, including UAT strategy, test planning, acceptance governance, and business-readiness assessments.
  • Develop comprehensive product documentation and champion Agile and SAFe best practices through business cases, capability models, process flows, decision logs, requirements governance, and continuous improvement activities.
  • Take on additional tasks and responsibilities as needed to support team objectives and ensure the success of the project.

Requirements
  • Bachelor's degree in Computer Science, Information Systems, Business, or a related discipline and at least 8 years of progressive Business Analyst experience supporting complex enterprise or healthcare initiatives.
  • Demonstrated success working within Agile and SAFe environments, including PI planning, product backlog management, portfolio operations, and cross-team dependency management.
  • Demonstrated expertise in Electronic Data Interchange transactions, including hands-on experience analyzing, interpreting, mapping, and validating EDI data within complex enterprise workflows.
  • Demonstrated experience supporting IT modernization or integration projects within the Department of Veterans Affairs or a closely related federal healthcare agency.
  • Hands-on experience mapping APIs, reviewing healthcare data exchange standards such as HL7 and FHIR, and working with microservices, cloud-native architectures, enterprise systems, and software development lifecycles.
  • Exceptional analytical, problem-solving, communication, facilitation, and stakeholder-management skills, with the ability to influence senior leaders and collaborate effectively across business and technical teams.

Additional Qualifications
  • CBAP, CCBA, PMI-PBA, SAFe, Certified Scrum Product Owner, or another relevant business analysis or Agile certification is preferred.
  • Experience using enterprise requirements and Agile delivery tools such as Jira, Confluence, Azure DevOps, or similar platforms is preferred.
  • Additional experience with federal healthcare interoperability, data governance, regulatory compliance, process optimization, or enterprise transformation initiatives is preferred.

  • U.S. Citizenship is required.
  • All selected candidates must successfully complete a background check.
  • Ability to obtain and maintain a Government/Public Trust clearance, including required fingerprinting, when required for the position.
