The Position
The Water and Engineering Technology department is seeking a Principal Engineer - Conveyance Engineering. This position plans, coordinates, and manages capital design and construction programs. Oversees the coordination of the work with government agencies and other stakeholders, including contractors, consultants, and other Clean Water Services departments and divisions. Ensures the District remains compliant with current and future regulatory requirements, meets the sanitary conveyance and surface water management needs created by land development and redevelopment, and interacts with District operations programs to enhance the operability and maintenance of the surface water management and sanitary sewer conveyance systems.
The Principal Engineer - Conveyance Engineering posting will remain open until filled. The first review of applications will begin September 1, 2025.
Essential Functions
(The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. The District may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)
  1. Manage the implementation and planning of District surface water management and sanitary conveyance capital improvement programs. Oversee and/or supervise the design, procurement, contracting, and construction of a variety of surface water management and sanitary conveyance projects; development of supporting ordinances and standards; assist with acquisition of easements; preparation of cost estimates and financial forecasts.
  2. Manage the implementation of the District's capital improvement program including phasing and progress review to assure budgetary, technical, timeliness, quality, and legal requirements are met. Prepare regular monitoring and status reports on program progress and goals.
  3. Oversee the application of technology-based tools such as real time decision support systems and controls to deliver the intended outcomes supporting surface water management and conveyance system operations.
  4. Conduct the detailed engineering and implementation of sanitary conveyance and surface water management infrastructure rehabilitation and replacement program supporting the upkeep and condition of related District assets.
  5. Coordinate with staff providing easement acquisition and regulatory permitting processes and procedures supporting project implementation.
  6. Oversee and recommend procurement methods including solicitation of master contracts, selection of consultants, and procurement of design and construction services.
  7. Serve as a technical resource for other District departments and divisions for capital engineering projects.
  8. Provide complex design and regulatory interpretations in light of technical, regulatory, and contractual requirements. Approve changes to design and construction contract provisions including exemptions and variations to District design and construction standards or other ordinances, design amendments, changes to scope of work, extensions/accelerations of schedules, and changes in methodology and materials.
  9. Serve as the Engineer of Record providing licensed certification for proper technical design of sanitary conveyance and surface water management projects prepared within the division by unlicensed project managers.
  10. Oversee the coordination of work with project stakeholders, government agencies, other District divisions, contractors, and consultants. Respond to and resolve difficult and sensitive citizen inquiries and complaints. Establish positive working relationships with stakeholders and other jurisdictions.
  11. Assess design and construction timelines and costs to inform development of the District's annual capital improvement and operating budget. Develop short- and long-term capital project implementation schedules and cost estimates.
  12. Oversee, organize, assign, and review staff's work. Develop performance standards. Prepare performance evaluations. Provide coaching and prepare development plans. Assure compliance with District safety practices and procedures.
  13. Provide policy level review and recommendations to management and external stakeholders regarding stormwater and sanitary sewer conveyance.
  14. Participate in the development and implementation of District-wide goals and measures. Attend and participate in professional group meetings and stays abreast of new trends and innovations in the field of engineering design and construction of stormwater and sanitary sewer conveyance infrastructure.

KNOWLEDGE OF:

  • Simultaneously coordinate and manage multiple large and complex engineering projects to completion within scheduled deadlines and allocated budgets
  • Understand and interpret maps, specifications, plans, and reports pertaining to complex design and construction projects
  • Interpret and apply pertinent policies, procedures, laws, regulations, and permits
  • Establish and maintain effective working relationships with those contacted in the course of work including a variety of District and other government officials, contractors, community groups, and the general public
  • Operate effectively in a team environment, communicate clearly and concisely, both orally and in writing

EXPERIENCE AND TRAINING GUIDELINES:
Any combination of experience and training that would likely provide the required knowledges, skills, and abilities is qualifying. A typical way to obtain the KSAs would be:
5+ years of experience in managing the definition, development, permitting, review, and implementation of capital improvement programs involving sanitary or surface water conveyance systems or wastewater treatment facilities.
5+ years of supervisory or managerial experience.
Customarily candidates will possess a Bachelor's Degree in civil, sanitary, or environmental engineering, materials science, or a related field.
CERTIFICATION AND LICENSURE:
Candidates must possess current registration as a Professional Engineer in the State of Oregon at time of application or possess current registration as a Professional Engineer in another state and obtain registration in the State of Oregon within six months of hire.
Must possess and maintain a valid state issued driver's license.

Depending on hours worked and duration of the position, temporary employees may qualify for an offer of medical benefits, deferred compensation, and employee discounts.
