Job description
The Position The Water Engineering & Technology department is seeking a Water Engineering & Technology Director. This position leads and directs Clean Water Services (CWS) Water Engineering and Technology (WET) Department, ensuring alignment with the organization's vision, mission, and long-term goals. Oversees the planning, design, and construction of major infrastructure, including conveyance, pump stations, buildings, and Water Resource Recovery Facilities (WRRF).

Essential Functions (This section outlines the essential functions assigned to the position. The essential functions listed below are not intended to include all duties that may be assigned to this classification. CWS may modify, add, or remove duties or functions at its discretion.) Provides guidance to the General Manager in developing and executing WET strategies, priorities, goals, objectives, and policies
Develops and implements the departmental roadmap and ensures alignment with CWS initiatives. Establishes multi-year operational plans and implementation timelines that support strategic priorities. Establishes service levels and oversees the development, implementation, and management of staffing plans, operating budgets, and capital budgets.
Defines and monitors project delivery methods to ensure efficient, effective delivery of capital improvements to conveyance, WRRF, pump stations, and building infrastructure from inception through construction and startup. Conducts assessments and leads continuous process improvement initiatives to reduce risk, increase reliability, and optimize lifecycle costs. Identifies opportunities to implement innovative solutions that reduce costs and provide maximum value in the capital improvements program.
Manages organizational alignment and fosters cross-departmental collaboration. Promotes clarity of roles, responsibilities, and objectives across internal teams and divisions within the department. Facilitates the development and execution of succession planning and continuity of business operations.
Directs the development of planning and capital improvements programming for conveyance, WRRF, and building projects to address long-term compliance, capacity, and reliability drivers. Monitors legislative and regulatory policy initiatives and trends at the federal, state, and local levels. Supports utility operations programs to meet regulatory compliance and reporting requirements.
Assists the Regulatory Affairs Department with developing and negotiating CWS wastewater, stormwater, and air discharge permits. Develops systems to monitor the progress of operational projects, ensuring timely and successful completion. Implements project tracking tools, reporting structures, and accountability mechanisms.
Builds collaborative relationships with partners and stakeholders. Directs the work of technical, professional and/or supervisory staff. Oversees employee development and performance, including selection and training; preparation of performance appraisals, and development or improvement plans; resolves complaints and grievances; implements disciplinary actions.
Creates and maintains a positive, engaged, equitable, and inclusive workplace culture within the department, to improve the work groups' understanding and recognition of diversity in the workplace, and foster multidisciplinary and integrated team approaches. Drives a CWS or personal vehicle for work-related purposes. Qualifications KNOWLEDGE OF: Contemporary, advanced principles and practices of sanitary and civil engineering and natural treatment systems and their application to wastewater treatment systems Civil, mechanical, and sanitary/environmental engineering design principles, and practices and their application to a wide variety of water resource recovery facilities and occupied building projects Complex principles and practices of construction management, including scheduling, contracting, and claims negotiations Materials, equipment, and methods used in the construction, repair, and maintenance of wastewater collection systems or treatment facilities Asset management and facilities engineering principles and practices Operational characteristics, services, and activities of a sanitary engineering program Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs Principles and practices of program and project development and administration Contract administration practices and principles Advanced principles and practices of budget preparation and control Principles of supervision; teambuilding and coaching techniques and practices Pertinent federal, state, and local laws, codes, and regulations SKILL IN: Preparing and delivering presentations to a variety of audiences Formulating and implementing operational and administrative policies Planning and monitoring operating budget Managing and directing the work of professional and technical personnel Selecting, supervising, training and evaluating staff Overseeing and coordinating large-scale capital improvement programs Analyzing problems, identifying alternative solutions, projecting consequences of proposed capital improvement alternatives.
Preparing and administering large and complex budgets Preparing clear and concise administrative and financial reports Reviewing and interpreting specifications, plans, maps, reports, and contracts Researching, analyzing, and evaluating new service and project delivery methods, procedures, and techniques Use of computers and computer software including word processing, spreadsheets, and databases ABILITY TO: Interpret and apply pertinent policies, procedures, laws, regulations, and permits Plan, develop, implement, evaluate, and administer goals, objectives, and procedures that provide effective and efficient engineering services Interpret policies and procedures, administrative directives, laws, regulations, and analyze complex problems, and adopt an effective course of action Create and design innovative programs and systems that anticipate and respond to organizational issues Compile reports, correspondence, studies, analysis, and other management information Establish and maintain effective working relationships with those contacted in the course of work including a variety of CWS staff and other government officials, community groups, and the general public Operate effectively in a team environment Communicate effectively, both orally and in writing EXPERIENCE AND TRAINING GUIDELINES: The following are the minimum qualifications for this position. 5 years of administration and managerial experience in engineering planning, design, construction, start-up conveyance, wastewater treatment, and building facilities; 5 years of experience in planning, management, design, construction, and start-up conveyance of water resource recovery facilities and building facilities; Bachelor's degree in civil, sanitary, or environmental engineering, applied science, or a related field. Upon selection, candidates must possess current registration as a Professional Engineer in the State of Oregon or possess current registration as a Professional Engineer in another state and obtain registration in the State of Oregon within six months of hire.
Candidates must possess and maintain a valid state-issued driver's license.
