About the Position
Career Opportunity
The city of the Las Vegas invites applications for Technical Systems Analyst. This position performs a variety of support and technical duties for computer applications and hardware systems for an assigned department, division or work unit, other than the Information Technologies Department. Position may report to the Information Technologies Department in order to support enterprise-wide applications.
The purpose of this recruitment is to establish an eligible list for current and/ or future openings which may include part-time or full-time positions.
Ideal Candidate
The ideal candidate for the Technical Systems Analyst role in the Facilities Management Division will have experience supporting and maintaining a variety of business applications used to manage facilities, assets, work orders, fleet operations, and mobile field activities. This candidate will be skilled in developing reports and analyzing operational data using tools such as Excel, SQL, Power BI, SSRS, or similar reporting platforms. They will have experience with software testing, system configuration, documentation, user training, and supporting software implementations and upgrades. The ideal candidate is a customer-focused problem solver who can quickly learn new systems, analyze business processes, and effectively serve as a liaison between Facilities Management, Information Technology, software vendors, and end users to deliver practical technology solutions. Experience with enterprise asset management systems such as Infor Mobile, Ron Turley Associates (RTA), or similar software is desirable but not required.
Distinguishing Characteristics
This is the entry level class in the Technical Systems Analyst series. This class is distinguished from the Sr. Technical Systems Analyst by the performance of the more routine tasks and duties assigned to positions within the series.
Supervision Received and Exercised
Receives direction from higher level supervisory or management staff. May receive technical and functional supervision from a Sr. Technical Systems Analyst.
Type of Examination
A civil service examination will be conducted in accordance with the Civil Service Rules of the city of Las Vegas. The supplemental questions are the examination. Falsification of information may result in disqualification from a recruitment or removal from a city positions. Additional information will not be accepted after the closing date. The supplemental questions are weighted 100% for placement on an eligible list, and must be worked on individually by the applicant only.The supplemental questions of all qualified applicants will be reviewed for placement on an eligible list.
Eligible List
You must score 70% or higher on the examination to be placed on the eligible list. The eligible list will remain in effect for a period of 6 months from the date of certification and may be extended for a period of up to 2 years. Selection Process
Final candidate selection will include list placement and may include hiring interview (if applicable). Any individual offered employment will be required to pass a pre-employment hair drug test, complete background check, and may be required to demonstrate the ability to perform the physical requirements of the job. Some positions may require preliminary background checks.
Example of Duties
Essential Functions
  1. Performs a variety of computer support functions which may include coding, testing and maintaining systems unique to the assigned work unit, and often not supported by Information Technologies.
  2. Performs computer system design tasks including designing screens and configuring programs; tests new computer applications and systems.
  3. Defines program requirements by performing analysis of existing systems, procedures and current workflow and design issues.
  4. Troubleshoots existing computer application issues by identifying, evaluating and analyzing problems; report issues to developer and programmer.
  5. Makes modifications to program configurations as required.
  6. Prepares test data for use in testing various application changes.
  7. May serve as technology resource for the assigned department and a liaison between the assigned department and the Information Technology department. Handles inquiries and complaints from start through resolution in an efficient and timely manner.
  8. Prepares documentation for new systems and changes to existing systems, in accordance with established standards and procedures.
  9. Performs database analysis to determine the most effective database designs; develops and implements new and improved database tables. Ensures compliance with established data quality standards and procedures.
  10. Designs and runs routine and special request reports.
  11. Prepares business and computer application performance statistics and reports; maintains a variety of logs, records and files as needed.

Marginal Functions
  1. Participates in meetings with Information Technologies to discuss assigned work unit's needs. Participates in the research of new software and hardware.
  2. Maintains the security of records and data as necessary.
  3. Support various business applications in use in the city.
  4. May assist with the preparation of the assigned work unit budget.
  5. Performs related duties and responsibilities as required.

Minimum Requirements
Experience
Two years of recent, increasingly responsible computer programming or systems analysis experience. Experience within the business area of assignment is desirable.
Training
Associate degree from an accredited college or university with major in computer science, information systems or a field closely related to the area of assignment.
May substitute combination of equivalent education and related experience. The city assesses 1.5 years of fulltime experience as equivalent to one year of education.

COMPENSATION
Annual Base Pay Increases
  • Negotiated as part of the collective bargaining process.
  • Step (Merit) Increase - typically awarded on the anniversary date of hire, up to range maximum.

Retirement
  • Benefit eligible employees participate in the Public Employees' Retirement System of Nevada (PERS). PERS, a statewide defined benefit plan, calculates retirement benefits based on 2.25 percent (current percentage for employees hired 7/1/15 and after)for each year of service, applied to the employee's highest consecutive 36-month average salary. PERS also requires that employees share 50 percent of the PERS contribution, which is implemented by reducing the city's salary ranges. The highest consecutive 36-month average salary is increased commensurate with the salary range reductions required by PERS.

Deferred Compensation
  • The city offers a 457(b) Plan which is a government deferred compensation plan similar to a 401(k) plan. It offers both pre-tax and after-tax savings and investment options.

Medical, Dental and Vision Insurance
  • Employees are covered the first of the month following date of employment. Five medical plans, two dental, and two vision plans are available. City pays 100% of employee premium + 50% of dependent premium.

Life and AD&D Insurance
  • City provides $20,000 insurance at no cost.
  • Additional voluntary life insurance and AD&D insurance available for purchase.

Disability Insurance
  • City provides a long term disability policy:
    • LTD: Employees who normally work at least 30 hours/week are eligible. Benefits may begin after 90 days of an approved disability leave. Payment is up to 60% of earnings, up to $11,000/month, and may not be supplemented with sick or vacation.
