HDR is seeking a South Florida Aviation Construction Services Manager to lead our aviation construction services practice across South Florida. This role is based in our Fort Lauderdale office and will oversee the delivery of airside and landside construction services, including construction management, lead Resident Project Representative (RPR) services, project controls, inspection oversight, and quality assurance.

This is a key, mid‑senior-level leadership role instrumental to the growth and development of HDR’s Aviation Construction Services program in South Florida. The position encompasses business development, strategic planning, staffing and resource management, project financials, training, QA/QC oversight, and on‑site lead RPR responsibilities. You may also serve as a client manager, partnering with airport operators and key stakeholders to advance aviation programs.

Primary Responsibilities

In the role of Aviation Construction Services Manager, we’ll count on you to:

  • Serve as a seller‑doer for current and future airport projects in the South Florida market.
  • Develop and execute strategies to expand construction services capabilities and resources.
  • Lead staffing plans, recruitment, onboarding, mentoring, and performance management for construction services and inspection staff.
  • Partner with Area/Regional leaders to align services with client needs and market opportunities.
  • Serve as Lead RPR on active construction projects; ensure contract compliance, quality, safety, and documentation standards.
  • Administer and manage construction services and inspection activities, including daily coordination with contractors and subcontractors.
  • Perform constructability reviews and value engineering during design.
  • Coordinate local bidder interests for upcoming projects.
  • Coordinate and review construction submittals, RFIs, pay applications, change orders, field directives, and other construction related documentation.
  • Oversee materials testing in coordination with certified laboratory testing firms.
  • Develop scope, schedule, and budget for construction phase services; monitor performance and forecast outcomes.
  • Control construction services budgets and schedules; prepare and update project schedules, pay requests, and daily/weekly/monthly progress reports.
  • Ensure compliance with FAA regulations and advisory circulars such as AC 150/5370-10, safety standards, environmental requirements, and HDR’s Health & Safety Program.
  • Implement risk identification and mitigation strategies to reduce delays or disruptions.
  • Monitor design progress relative to construction requirements and sequencing.
  • Act as the primary point of contact with airport authorities and aviation stakeholders.
  • Build and maintain strong client relationships; lead pursuit strategies and proposal development for construction services work.
  • Obtain security badges with Airports in South Florida
  • Perform other duties as needed
Preferred Qualifications
  • Professional Engineer (PE) in Florida or ability to obtain expeditiously
  • 8+ years of experience in aviation construction management
  • Demonstrated experience delivering aviation infrastructure construction projects (airside and/or landside).
  • Experience with both public and private clients.
  • Thorough understanding of construction management standards of practice; familiarity with South Florida materials, means and methods; and FAA AC 150/5370-10 Standard Specifications for Construction of Airports.
  • Strong communication, leadership, and client-service skills.
Required Qualifications
  • Bachelor's degree in Engineering, Architecture, Construction Management, Construction Science or closely related field or equivalent work experience.
  • A minimum of 10 years of experience in various aspects of construction planning and management, including but not limited to construction contracts; document, time, cost, and quality management; change management; and site safety. estimating, bidding, preparing and administering purchase orders and subcontracts, scheduling, cost control, etc.
  • Experience with Microsoft Office
  • Experience with construction management software such as Procore, Prolog, Primavera, Bluebeam, etc.
  • Must have strong people skills and the ability to interact with the Owner, Engineer, Contractor and other project stakeholders
  • An attitude and commitment to being an active participant of our employee‑owned culture is a must
