Job description

Basic Function

HF Sinclair is looking forย  Projcet Manager in Dallas, TX, who can support the delivery of capital projects across pipelines and facilities. This position reports to a Senior Project Manager within the Strategic Growth Project Organization and is responsible for managing assigned projects through planning, engineering, execution, and delivery in alignment with approved scope, budget, schedule, and company standards.

Job Duties
  • Manages assigned scopes/projects to ensure delivery within approved budget, and schedule.
  • Develops and maintains project plans, schedules, cost forecasts, and engineering deliverables.
  • Tracks project costs and provides input on forecasts, variances, and financial performance.
  • Coordinates contract engineering (Civil, I&E, Mechanical, Drafting, etc.) and construction activities for pipeline and facility projects.
  • Ensures compliance with PMO policies, standards, procedures, and continuous improvement initiatives.
  • Supports adherence to company processes including Management of Change (MOC), safety programs, and incident investigations.
  • Assists in project scoping, feasibility assessments, and development of engineering solutions for system improvements and capital projects.
  • Coordinates RFQs, bid evaluations, and contract execution in alignment with Corporate Procurement requirements.
  • Ensures projects comply with applicable regulations, laws, codes, and standards for safe operation of pipelines and facilities.
  • Ensures engineering and construction activities adhere to company Engineering Standards.
  • Collaborates with Project Engineering, Project Controls, Operations, and third-party service providers to execute projects effectively.
  • Maintains accurate and complete project documentation, including scope, engineering deliverables, and construction records.
  • Coordinates with Operations and stakeholders to support scope development and project execution.
  • Communicates project status, risks, and performance metrics to the Senior Project Manager and stakeholders.
  • Provides cost, schedule, and risk updates and recommendations to project leadership.
  • Supports continuous improvement initiatives and PMO standards adoption.

Special assignments or tasks assigned to the employee by their manager, as determined from timeย to time in their sole and complete discretion

Experience
  • A minimum of 8 to 12 years of progressive experience in capital projects, engineering, or construction management.
  • Demonstrated experience executing capital projects (pipelines, terminals, facilities, or related infrastructure) from scoping through construction and commissioning.ย 
  • Experience managing project scope, cost tracking, scheduling, and risk coordination.ย 
  • Exposure to multi-million-dollar capital projects with accountability for key project deliverables.ย 
  • Experience working in regulated environments with knowledge of applicable codes, standards, and compliance requirements.ย 
  • Experience coordinating with engineering contractors, construction firms, and third-party service providers.ย 
  • Ability to collaborate with cross-functional stakeholders including operations, procurement, and engineering teams
Education Level

A minimum of a bachelor's degree, preferably in a technical or engineering related field, is required. Significant experience in project and construction management & execution will be considered.ย 

Required Skills

Strong project management, organizational, and time-management skills. Proficiency with project management tools, spreadsheets, and engineering-related applications. Solid analytical skills with the ability to interpret financial, schedule, and operational data. Effective written and verbal communication skills. Ability to work collaboratively in a cross-functional team environment. Ability to manage multiple priorities and deliver results in a fast-paced environment.

Supervisory/Managerial Responsibility
Supervise contract design/engineers and or construction crews on project by project basis. Provides leadership and coaching and develops other less senior engineers and/or technical engineering staff.
Work Conditions
Office and field based with up to 25% travel by land and air required. Petroleum refinery, warehouse/plant environment, and out-of-doors environment based including but not limited to chemicals, pressure vessels, tanks, rotating equipment, and working in confined spaces. Subject to all temperatures, varying weathers and road conditions.
