Position Summary:  The Human Resource Manager (HRM) is responsible for building an environment within the agency that embraces learning and development at all levels.  The HRM is responsible for overseeing the training management system, as well as other human resource related responsibilities such as recruiting, interviewing, onboarding, investigations, benefits, etc.  The HRM oversees all activities of the Human Resource department, including leading the Human Resource Coordinator position.     
Essential Duties and Responsibilities:
·         Provide consultative HR services to clients in the areas of employee relations, performance evaluations,  compensation, benefits, and employment law
·         Lead, coach, and develop the leadership team to ensure that they are knowledgeable to handle complex, challenging issues, and activities ensuring minimal legal exposure
·         Provide support to leaders in the performance evaluation process of underperformers through the development of Performance Development Notifications (PDNs) and managing employment terminations
·         Conduct investigations into disciplinary, harassment, and conflict issues; then manage the process according to policy
·         Oversee all people movement transactions: new hires, terminations, transfers, leave of absences, etc.
·         Plan, design, and deliver customized training and development solutions according to business needs.  Evaluate and update course programs and training materials as needed.
·         Responsible for oversight and success of recruiting including developing innovative recruiting strategies.   Identify, evaluate and solve hiring challenges.
·         Develop, review and evaluate onboarding procedures for clarity and consistency within the HR department as well as across other agency departments.  Ensure all new hires are fully informed of policies, procedures and expectations as an employee of agency through onboarding procedures.  Champion the onboarding process to assure it is high quality and up to date.
·         Advise managers on policy matters and counsel regarding employees not adhering to policies
·         Serves as agency Civil Rights Compliance contact with responsibility for completing and submitting annual Civil Rights Plan
·         Manage, administer and maintain accuracy with all employee compensation and benefits Support departments in developing and delivering strategic HR plans that fit within the scope of the agency strategic plan
·         Maintain and report on workplace health and safety compliance
·         Ensure job descriptions are kept up to date on a regular basis
·         Responsible for keeping open communication with vendors and brokers regarding EAP, pre-employment, insurance, workers compensation, unemployment, etc.
·         Oversee the implementation of various HR initiatives and/or projects
·         Oversee ongoing exit interview process
·         Responsible for reviewing and approving/denying all Leave of Absence requests
·         Review Handbook on annual basis for necessary policy updates
·         Provide quarterly turnover report to HR Committee and Board
·         Actively participate on HR Committee quarterly
·         Stay up to date on current HR trends
·         Plan, monitor and evaluate HR activities by scheduling management conferences, solving employee grievances, training managers in how to coach and discipline employees and counseling employees and managers.
·         Represent the agency in the community in a professional and positive manner at all times
·         Maintain a positive attitude at all times
·         Adhere to and support the “Core Values” of the organization while performing essential job duties, functions, and representing Opportunity Inc.
·         Perform other duties as assigned or requested by Executive Director

Qualifications:
  • Bachelor’s Degree in Human Resources or related field and/or equivalent experiences
  • At least two years related experience required.
