GENERAL DESCRIPTION:

Under the direction of the Statewide Boater Education Manager, this position performs advanced (senior-level) training, outreach, and education work in support of the Texas Parks and Wildlife Department Boater Education Program. This position plans, develops, coordinates, evaluates, and implements statewide boating education, public outreach, and community engagement programs and activities designed to promote safe and responsible recreational boating.

Work involves organizing, conducting, and evaluating educational programs, instructor trainings, volunteer development, public outreach events, and community partnerships related to boating safety and outdoor recreation. Responsibilities include recruiting, training, supporting, and managing a statewide network of volunteer instructors who certify boater education students on behalf of Texas Parks and Wildlife Department.

This position develops educational materials and presentations; coordinates outreach initiatives with schools, marinas, nonprofit organizations, and community partners; and assists with statewide marketing and public awareness efforts related to boating safety and education.

Plans and manages for the safety of youth, adult participants, volunteers, and the general public during training events and outreach activities, including risk management and safety considerations associated with water safety and recreational boating activities.

Sets priorities based on statewide program goals, strategic initiatives, and agency objectives. Provides professional service and support to internal and external customers and stakeholders. Works under limited supervision with considerable latitude for the use of initiative, sound judgment, creativity, and independent decision-making. Performs additional duties as assigned and complies with all Agency, Division, and Branch rules, regulations, and procedures.

MINIMUM QUALIFICATIONS:

Education:    

Graduation from an accredited college or university with a Bachelor's degree.

Experience

One year of experience related to natural resource education or outdoor recreation/education and volunteer management.

NOTE: Experience may have occurred concurrently.

NOTE: A State Teacher's Certificate is required with any related state teaching experience listed.

Licensure:

Must possess or be able to obtain, within 30 days of employment, a valid class "C" Texas driver's license.

NOTE: Retention of position contingent upon obtaining and maintaining required license and certification.

ACCEPTABLE SUBSTITUTIONS:

Education:

One additional year of experience in a field directly related to natural resource education or outdoor recreation/education and volunteer management may substitute for 30 semester hours of the required education, with a maximum substitution of 120 semester hours.

Experience

One year of experience in a classroom setting as a general education instructor may substitute for the required experience.

Graduation from an accredited college or university with a Master's degree in Park Administration, Recreation, Biology, Geography, Oceanography, Education, Agriculture Science, Youth Camp Management, Natural Resource Management, Conservation, or Fisheries and Wildlife Management or closely field related to Natural Resource Education and outdoor recreation may substitute for the required experience.

NOTE: A State Teacher's Certificate is required with any related state teaching experience listed.

PREFERRED QUALIFICATIONS:

Education:      

Graduation from an accredited college or university with a Master's degree in Park Administration, Recreation, Biology, Geography, Oceanography, Education, Agriculture Science, Youth Camp Management, Natural Resource Management, Conservation, or Fisheries and Wildlife Management or closely field related to Natural Resource Education and outdoor recreation.

Experience:

Active TPWD Volunteer Boater Education Instructor, U.S. Coast Guard, U.S. Power Squadrons, American Sailing Association, American Canoe Association, and/or related instructor qualifications.

Ability to operate a vehicle pulling various types of trailers (boat, cargo, etc.).

Licensure:       

Instructor trainer certifications in the area of Outdoor Recreation Safety, such as TPWD Angler, Boater, Archery, and/or Hunter Education programs.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of boating, conservation and/or wildlife management.

Knowledge of safe and responsible principles and practices for boating and water safety.

Knowledge of learning theory and hands-on training practices.

Ability to apply training techniques, hands-on teaching methods and training aid development for quality delivery of programs.

Ability to establish and maintain effective working relationships with partners and volunteers.

Ability to integrate natural and cultural resources management and promote outreach within educational programs.

Ability to perform manual labor including, lifting supplies and materials up to 50 lbs.

Ability to maintain flexibility and work with frequent interruptions and multiple changing priorities.

WORKING CONDITIONS:

Required to work hours other than 8:00 a.m. to 5:00 p.m., with days off other than Saturdays, Sundays and holidays.

Required to use a Personal Floatation Device (PFD) when conducting water or boating activities.

Required to perform work outdoors, occasionally in adverse weather conditions.

Required to work overtime as necessary.

Must reside within 50 air miles from TPWD LE Office located at 1340 Airport Commerce Dr. Bldg 6, Austin, TX 78741.

Required to travel 30% with possible overnight stays.

Required to operate a State vehicle.

Required to pass a national fingerprint-based background check to maintain employment.
