Job Summary
Athena Technology Group (ATG) is seeking an experienced Program Manager to support the Department of Veterans Affairs (VA) Information Technology Asset Management (ITAM) Program Management Support effort. The selected candidate will oversee enterprise ITAM program execution, project management, reporting, risk management, stakeholder engagement, governance coordination, and delivery of required program artifacts. This role supports PWS areas of 5.1 Project Management and 5.3 ITAM Program Management.
Key Responsibilities
  • Lead overall program execution for VA ITAM support services across project management, strategic planning, governance, and analysis activities.
  • Develop, maintain, and update the Contractor Project Management Plan (CPMP), ITAM Program Management Plan, work breakdown structure, schedules, risk register, and stakeholder communication plan.
  • Coordinate kickoff meetings, weekly status reporting, monthly program status reporting, and executive-level program reviews.
  • Track milestones, deliverables, risks, issues, dependencies, and corrective actions throughout the period of performance.
  • Serve as the primary interface with VA program leadership, COR, PM, CO, internal ATG leadership, subcontractors, and project stakeholders.
  • Oversee development of HAM and SAM program schedules, strategic roadmaps, operational plans, and program governance activities.
  • Ensure deliverables are completed accurately, on time, and in accordance with PWS requirements, VA processes, and applicable federal policies.
  • Manage communication across geographically dispersed teams and support coordination of routine and ad hoc data collection and reporting requests.
  • Support resource planning, issue escalation, performance tracking, and continuous improvement of ITAM program operations.
  • Provide leadership, mentorship, and direction to analysts, planners, governance staff, and other project personnel.

Qualifications
Required:
  • Ability to obtain and maintain VA Public Trust / VA suitability; position is expected to require Tier 2 Moderate Risk background investigation based on PWS tasking.
  • Bachelor's degree in in computer/software engineering, management information systems, or a related field..
  • 8+ years of related experience in computer operations and 3-4 years of business solutions experience with high complexity, multiple large application business processes.1Experience managing program schedules, risks, issues, deliverables, project plans, communications, and stakeholder reporting.
  • Experience leading cross-functional teams supporting enterprise IT operations, IT service management, asset management, modernization, or governance initiatives.
  • Strong written and verbal communication skills with experience preparing executive briefings, status reports, meeting minutes, action items, and program documentation.
  • Experience coordinating with Government customers, contractors, subcontractors, and senior stakeholders.
  • Knowledge of federal IT governance, compliance, cybersecurity, privacy, and reporting requirements.
  • Must be able to read, write, speak, and understand English.
  • Must be a U.S. Citizen.

Desired:
  • Project Management Professional (PMP) certification.
  • ITIL Foundation certification.
  • Experience supporting Department of Veterans Affairs, OIT, EUS, EUO, or other federal civilian IT programs.
  • Experience with IT Asset Management (ITAM), Hardware Asset Management (HAM), Software Asset Management (SAM), ServiceNow, CMDB, or enterprise asset lifecycle programs.
  • Experience supporting strategic roadmaps, program governance boards, RACI matrices, stakeholder registers, and process improvement initiatives.
  • Experience using Microsoft Project, Microsoft Excel, PowerPoint, SharePoint, Teams, and other reporting or collaboration tools.

About the Program
The Department of Veterans Affairs (VA) Office of Information & Technology (OIT), End User Operations (EUO), is establishing and formalizing an enterprise Information Technology Asset Management (ITAM) program. This effort supports accountability, lifecycle management, governance, strategic utilization, modernization, and enterprise-wide visibility of VA endpoint devices and IT infrastructure. The program includes ITAM program management, strategic planning, governance, compliance, operational planning, reporting, and support for hardware asset management (HAM) and software asset management (SAM) initiatives. This position is contingent upon award of the contract.
