About the Role:  

The Program Consultant will provide analytical, operational, and programmatic support to enhance program performance and organizational effectiveness. This role leverages industry experience to support cross-functional initiatives, improve data-driven decision-making, and increase efficiency across programs. 

Roles & Responsibilities: 

• Analyze program data, performance metrics, and operational trends to assess effectiveness and identify areas for improvement. 
• Support planning, coordination, and execution of agency initiatives and projects.  
• Collaborate with program offices, support planning, coordination, and stakeholders across functional areas. 
• Assist with business process improvements, digital transformation, and modernization efforts. 
• Develop reports, presentations, and recommendations based on data analysis. 
• Ensure compliance with agency standards, federal policies, and regulatory requirements. 
• Monitor program performance and support continuous improvement efforts. 
• Track, allocate, and load funds; collaborate with centers and offices on fund planning and execution; ensure fund alignment with OMB guidance; and provide CCB funding information to leadership.
• Allocate and execute program support funds for offices and centers; request CANs; and distribute funds to the appropriate programs for execution.
•  Monitor program execution to ensure funds are distributed and utilized by the appropriate programs in accordance with approved plans.
•  Provide support for budget formulation and submissions, as needed. 
•  Prepare and coordinate quarterly financial reports and provide financial status updates as needed. 
•  ERS system activities and coordinate system updates and related requirements. 
•  Prepare, coordinate, and submit required information through the MOPE system. 
•  Coordinate and prepare financial and program-related reporting required in response to Executive Orders. 

Required Professional Skills: 

• Experience supporting or leading cross-functional programs or initiatives. 
• Strong analytical and problem-solving skills. 
• Ability to interpret data and translate insights into actionable recommendations. 
• Effective communication and collaboration skills. 
• Familiarity with program performance management and operational processes. 

Preferred Professional Skills: 

• Experience in government or public sector environments. 
• Knowledge of federal policies, compliance requirements, or regulatory frameworks. 
• Experience supporting transformation or modernization initiatives.

Education/Experience Requirements: 

• Bachelor's degree in Business Administration, Management, Data Analytics, or a related field.  
• Equivalent combination of education and relevant work experience may be considered.
