Position Summary

Chartis Federal is seeking a Technical Operations Manager to lead day-to-day operational execution to support for a mission-critical tactical communications environment. 


This position serves as the primary operational interface between Chartis Federal and CBP stakeholders, ensuring successful execution across tactical communications operations, including RF engineering, systems administration, OTAR/key management, land mobile radio (LMR) sustainment, and warehouse/logistics support.


The ideal candidate is an experienced operational leader with a background in federal technical program execution, tactical communications environments, and mission-critical support operations.


 This position is contingent upon contract award.
 

Responsibilities

  • Serve as the primary contractor operational point of contact for CBP stakeholders, including the Contracting Officer's Representative (COR) 
  • Lead coordination of technical and operational activities across TACCOM support functions 
  • Manage contractor staff activities, workload prioritization, and operational execution 
  • Oversee preparation and submission of required weekly and monthly status reports 
  • Track contract deliverables, schedules, issues, and operational risks 
  • Develop and implement risk mitigation strategies 
  • Support change management activities, including preparation, coordination, and participation in Change Control Board (CCB) processes 
  • Interface with program and technical stakeholders to support issue resolution 
  • Support contract transition activities and onboarding coordination as required 
  • Ensure quality control standards are applied across deliverables and contract execution 
  • Support ad hoc reports, briefings, and customer-requested operational deliverables 
  • Ensure compliance with DHS, CBP, contract, and security requirements

Requirements

  •   Bachelor's degree in business, engineering, information technology, project management, or related field (or equivalent experience) 
  • 7+ years of experience leading operations, service delivery, or technical program execution in a federal environment 
  • Experience supporting DHS, CBP, DoD, or other mission-critical government operations 
  • Strong leadership, customer engagement, and operational management experience 
  • Experience managing technical personnel across multiple functional disciplines 
  • Experience with deliverable tracking, reporting, quality control, and risk management 
  • Excellent written and verbal communication skills 

Preferred Qualifications

  • PMP certification 
  • Experience supporting TACCOM, LMR, wireless communications, or public safety communications programs 
  • Familiarity with MAXIMO, ServiceNow, Remedy, or similar government systems 
  • Existing DHS suitability or active federal clearance 

Work Environment / Physical Requirements

  • Primary work location in Orlando, FL 
  • May require occasional after-hours support in a 24x7x365 operational environment 
  • Remote work may be permitted with Government approval 
  • Must successfully pass CBP background investigation 
  • Must comply with all DHS and CBP security requirements
