Summary
You will serve as a SUPERVISORY MANAGEMENT ANALYST (DEPUTY TECHNICAL DIRECTOR) for the Navy Manpower Analysis Center NAVMAC.

Duties
Help
  • You will formulate strategic program plans to access Navy manpower management policy and programs feasibility and includes realistic short and long-term goals and objectives.
  • You will consult and deliver advice on resource investments, budget planning, budget execution, and financial health of an organization.
  • You will establish and maintain control and auditability of financial systems and programs, ensuring compliance with internal control requirements.
  • You will direct command financial management programs and serve as a Senior advisor to the command leadership on matters pertaining to the Manpower Management Program (MMP); ensuring effective program execution.
  • You will provide guidance and technical direction to the Business Systems Analysis Office (BSAO) and the Navy Manpower Information Systems (NMIS) Data Steward to resolve business technology issues and ensure evolving operational capabilities.
  • You will act as a senior technical advisor on MMP processes, overseeing the functional management for Activity Manpower Management (AMM), Fleet Manpower Requirements Determination (FMRD), and Shore Manpower Requirements Determination (SMRD).

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting and applying management and administration of large adaptive Information Systems delivering essential support functionality; 2) Applying mastery knowledge and skills in financial management, budgeting concepts, principles, and techniques supporting complex programs; and 3) Utilizing qualitative and quantitative analysis identifying, interpreting, and delivering problem resolution and recommendations.
