Job description

Job Title: Proposal Specialist
Position Overview:
The Proposal Specialist creates high-quality, professional bid and proposal documents tailored for major and complex sales opportunities. They prepare formal proposal responses, questionnaires and power point presentations for time-sensitive government, commercial, education and healthcare Request for Proposal (RFP) & Request for Information (RFI) requests. The Proposal Specialist focuses on the drafting of the proposal timelines and task lists for RFxs. Working closely with the Proposal Writers and the greater response team, they produce clear, compelling proposal deliverables, and perform a Quality Assurance (QA) check to ensure effective, compliant responses that meet sales team and RFP requirements, often within short deadlines.
Position Responsibilities:
  • Manage and lead the proposal process by established procedures from request through submittal. Each proposal is a project with multiple moving parts and numerous stakeholders throughout the organization. May manage 6 - 10 proposals at a time.
  • Ensure adherence to quality standards, identify risks and address proposal response issues.
  • Draft proposals in response to RFxs.
  • Develop proposal response outlines/task assignments for the proposal response team and manage activities of the team and proposal schedule, from kick-off to response strategy meetings and final submittal.
  • Coordinate with multiple departments such as Technical, Contracts, Legal, Marketing, and Sales to obtain necessary content for proposals.
  • Produce clean, compelling proposal drafts, and perform QA to ensure effective, compliant responses that meet the sales team and RFP requirements, often within short deadlines.
  • Research proposal materials (RFP, RFI), client intelligence, competitive intelligence.
  • Communicate on challenging or escalated issues.
  • Complete understanding and application of principles, concepts, practices, and standards
  • Research and understand current & new service offerings.
  • Edit language in current proposals as needed based on research and industry best practice.
  • Ensure consistency across all proposal content including message, style and design.

Position Requirements:
  • Ability to understand a problem and work as part of a team to develop an optimal solution from a proposal standpoint.
  • Advanced knowledge of digital word processing applications.
  • Knowledge of Proposal Management tools is a plus.
  • Exceptional written and verbal communication skills. This position often communicates with upper management, technical professionals, and teaming partners as part of the proposal process.
  • Strong time management skills to meet stringent deadlines. When necessary to meet deadlines, must be willing to work the extra time required to meet deadlines. Able to function effectively and efficiently in a fast-paced/deadline-driven environment.
  • Strong organizational skills and detail oriented, with ability to plan and manage multiple tasks.
  • Able to comprehend, communicate and cohesively organize complex business, technical and legal concepts, information and materials.
  • High degree of flexibility with the ability to work in a complex, demanding environment.
  • Ability to quickly learn, understand, and evaluate current and new tools.
  • Facilitate the use of various proposal tools, work products, and techniques to create winning proposals that fully execute the win strategy.
  • Self-starter who can work independently with a proactive attitude.
  • Ability to Mentor peers in proposal management, development, and best practices.

Position Qualifications:
  • 3-5 years of experience on a proposal management team as a contributing member.
  • Bachelor's degree in English, Communications, or Journalism preferred, or the equivalent experience.
  • Requires technical proficiency with Adobe, MS Office Suite i.e. word, excel, power point (must have). Proficiency in Salesforce is a plus.
  • Excellent writing, editing, proofreading, verbal, analytical and time management skills.
  • AI tool experience is beneficial, but necessary.
