Primary Position Objectives

The Purpose-Aligned Corporate Manager of Procurement plays a critical role in direct oversight of contract administration for the department of Purchasing. This includes ensuring alignment with United States Department of Labor (USDOL) standards, Performance Requirements Handbook (PRH), and internal corporate policies. Additionally, the Corporate Manager of Procurement will play a vital role in oversight of the contract Buyers, procurement staff, to include collaboration with their director report(s) including the Finance & Administration Director. Effective oversight of procurement but also other administration โ€“ based upon connectivity of procurement with all areas related to contract management, effective progression of services to center operations, students and contract compliance. Provide training to applicable contract administration staff within concentrated areas, their direct reports and administration staff as necessary.

As part of the Finance & Administration contract oversight responsibilities, the Corporate Manager of Procurement will assist with policy development, systems, processes and controls to standardize processes for all assigned contracts. This role includes requirements to provide temporary acting assignments for vacancies related to critical positions within contract procurement as necessary or when warranted.

In addition to direct service delivery, the Corporate Manager or Procurement is responsible for ensuring compliance with Job Corps' Policy and Requirements Handbook (PRH), as well as applicable Finance & Administration operating procedures. The Corporate Manager of Procurement maintains accurate records, submits timely reports, and participates in audits, departmental corporate and contract staff meetings, routine scheduled trainings for contract oversight area(s) and professional development. This role requires strong communication skills and a demonstrated ability to manage multiple contract, contract projects through effective leadership and performance of others, meet performance targets, and maintain confidentiality.

Brief Description of Duties
  • Concentration of Center procurement practices to support the Center Finance & Administration Director from a technical perspective. Streamline procurement processes to include both centralized and/or decentralized as necessary with effective use of funds for best quality services and products, materials and supplies.
  • Ensure full compliance of subcontracting procedures and generating subcontract agreements for final execution for delivery at the contract level.
  • Collaborates with oversight of all Finance & Administration areas to include Finance, Purchasing, Property/Logistics Student Records, Maintenance, IT, and Food Services.
  • Ensures effective procurement systems are being adhered to including proper research for best prices, best quality with proper bid back up when appropriate to include proper solicitations when appropriate. Ensure PRLs are properly completed and approved by DOL as required.
  • Ensure proper reporting occurs for procurement for purchase order activity > $30K on a monthly basis, recyclables and other tracking based on contract and company requirements. Ensure systems to control procurement system access and functionality as necessary.
  • Ensure tracking systems for procurement classifications such as business sectors as large, small, veteran owned, service-disabled veteran owned, 8(a) certified disadvantaged, Hub Zone, woman owned and related.
  • Ensures effective audit practices by contract center staff and corporate through assessments, audits, financial audits and remote desk audits.
  • Ensures timely submission of all quarterly and annual reports including subcontracting reporting (SSR and ISR), as required.
  • Tabulates and tracks department efficiencies and deficiencies with checklist to ensure deadlines and tasks are completed timely.
  • Provides collaboration with Corporate and Center Finance & Administration and Operational areas with regards to staff for assistance, guidance and direction as necessary related to expertise area(s).
  • Assists with interviews, recruitment and overall performance assessment of contractual staff in procurement. Evaluates personnel under his/her management and makes recommendations regarding training plans, reviews including performance evaluations, disciplinary actions, promotions, and/or merit increases.
  • Provides leadership and direction related to resource management practices through procurement systems and controls. Ensures a progressive continued improvement plan exists for respective oversight areas.
  • Effective oversight of contract administration, mainly procurement including subcontract review and execution for center contracts.
  • Ensures procurement accuracy through leadership of ledgers, proper tracking of spending including CRA subcontracts, Equipment and related PRLs, CTST spending and any related CTST equipment requiring a PRL.
  • Assist with Corporate procurement tasks and responsibilities as needed.
  • Establishes systems related to report deliverables of Procurement to the corporate office for review and accuracy. Ensures audit preparedness and compliance of Director and Managers, including audits by Company, DOL, OIG, DIA and others.
  • Participate in Center visits for corporate assessments, financial audits, training and development, including follow up of progressive performance plans.
  • Comply with all DOL guidelines, OFCCP regulations, Job Corps notices and bulletins, and Corporate/Center policies and procedures.
    Participation in PRH mandated staff training is mandatory. Failure to participate may result in disciplinary action up to and including termination.
  • Models, mentors, monitors appropriate Career Success Standards.
  • Follows CDSS plan and Code of Conduct system daily.
  • Works as Acting Buyer at the center contract level as needed when vacancies arise and related.
  • Other duties as assigned.

Training & Oversight

  • Effective leadership for team engagement, inspiration with a result to drive effective procurement for administration departments. Promote team spirit to achieve maximum results. Utilize all possible resources for overall facility improvements, budget controls and quality services to student's academic, vocation and overall living experience on campus.
  • Deliver targeted training and guidance to administration departments across all centers.
  • Conduct on-site visits to provide hands-on technical assistance and implementation support.
  • Mentor and support local administration director and managers to maintain a culture of compliance and performance excellence.

Compliance & Auditing

  • Conduct quarterly and annual departmental audits, desk reviews, and case note audits.
  • Collaborate effectively with other Corporate Administration resource staff to align missions and goals of procurement and administration areas.
  • Maintain detailed logs of audit findings and work closely with local teams to correct issues.
  • Ensure adherence to all DOL policies, JCDC notices, and Serrato internal controls.

Performance Monitoring

  • Monitor center-level compliance with respective procurement deliverables and PRH standards.
  • Develop and implement departmental improvement plans and/or corrective action plans for underperforming sites. Collaborate with Center Finance & Administration Director and other corporate staff as needed.

Reporting & Communication

  • Prepare weekly, monthly, and annual performance and compliance summaries.
  • Ensure contract submissions of required reports to company/corporate and USDOL.
  • Act as the liaison between corporate and center teams to facilitate effective progress of identified tasks, escalate unresolved issues.
  • Provide regular briefings to the Chief Financial Officer as necessary.

Education
