Project Manager - Oracle CCB

Location: Remote
Duration: Long-Term Contract - Through Nov 2028 (Possible Extension)

Job Overview:
The City of Seattle is seeking an experienced Project Manager to lead a large-scale Oracle Customer Care & Billing (CCB) Upgrade Project, upgrading the on-premise Oracle CCB platform from Version 2.7 to 24.4. The PM will oversee project planning, execution, governance, stakeholder management, risk mitigation, and coordination with system integrators and technical/business teams.

Key Responsibilities:

  • Lead the Oracle CCB upgrade from initiation through implementation and transition to support.
  • Develop and manage project plans, schedules, milestones, risks, issues, and dependencies.
  • Coordinate with Seattle City Light (SCL), Seattle Public Utilities (SPU), Seattle IT, vendors, and business stakeholders.
  • Partner with the System Integrator PM to maintain an integrated project plan.
  • Monitor project progress and resolve issues impacting timelines and deliverables.
  • Lead cross-functional meetings and manage project deliverables.
  • Present status, risks, issues, and recommendations to executives and Steering Committees.
  • Manage project documentation using Microsoft O365 tools.
  • Oversee QA, testing, defects, and enhancements using Azure DevOps (ADO).
  • Coordinate change management, organizational readiness, knowledge transfer, and transition to support.
  • Follow established IT project delivery, governance, change control, and issue management processes.

Required Skills & Experience:

  • Strong experience managing Oracle Customer Care & Billing (CCB) implementation or upgrade projects.
  • Experience leading large-scale enterprise software implementations.
  • Strong project planning, scheduling, budgeting, risk, and issue management skills.
  • Experience working with System Integrators and third-party vendors.
  • Strong stakeholder and cross-functional team management experience.
  • Excellent communication and executive presentation skills.
  • Experience with project governance, Steering Committees, and executive reporting.
  • Proficiency with Microsoft Office 365, Teams, Outlook, and SharePoint.
  • Experience with Azure DevOps (ADO) or similar project tracking tools.
  • Strong understanding of project management methodologies.

Preferred Qualifications:

  • Oracle CCB Version 2.x or later experience.
  • Direct experience managing Oracle CCB upgrade projects.
  • Utility industry experience, especially electric or water utilities.
  • Experience with municipal/public sector organizations.
  • Enterprise Customer Information Systems (CIS) experience.
  • Cloud readiness or cloud migration experience.
  • PMP certification or equivalent.

Ideal Candidate:
A senior Project Manager with strong Oracle CCB upgrade experience, preferably within utility, municipal, public-sector, or enterprise CIS environments, and proven experience managing system integrators, executive stakeholders, and complex technical/functional workstreams.
