Summary
This position is in the Home-Based Primary Care (HBPC) Program within the Primary Care Service Line at the Cincinnati, OH Department of Veterans Affairs, caring for Veterans admitted to the HBPC Program in southwestern Ohio, Kentucky, and Indiana. The incumbent acts as the HBPC Supervisory Program Specialist for the HBPC Program and is the direct supervisor of the HBPC Lead MSA and the HBPC Advanced Medical Support Assistants (AMSA).

The Cincinnati VA Medical Center (CVAMC) is a two-division campus located in Cincinnati, OH and Fort Thomas, KY serving 15 counties in Southwest OH, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. The CVAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division.
Major Duties:
  • This position reports directly to the HBPC Program Director and the assigned designee during their absence. The incumbent is responsible for overall program management of Veterans' scheduling processes. He/She provides direct administrative oversight to the (1) GS-0679-07 HBPC Lead Medical Support Assistant and the (6) GS-0679-06 HBPC Advanced Medical Support Assistants, which ensures compliance with the National Scheduling directive and that its contents are followed according to the directive and all other assigned roles and responsibilities.
  • The incumbent has a major responsibility in the process for meeting access measures in HBPC. He/She is responsible for overseeing day-to-day operations/scheduling for the HBPC Program across all seven locations. These areas also support the entire HBPC interdisciplinary team/services. The HBPC Supervisory Program Specialist will ensure that all scheduling staff are compliant with mandatory training for the outpatient scheduling process. The incumbent identifies areas requiring attention and recommends and coordinates courses of action with HBPC Leadership.
  • He/She will collaborate with HBPC Leadership and the HBPC quality nurse in the formula??on and interpretation of reports. He/She will work closely with HBPC leadership, Clinic Profile Manager, PCMM Coordinator, and the Primary Care Data Analyst to collate and disseminate performance measures. He/She is responsible for compiling and reporting various performance measurement reports and ensuring that all tasks and reports meet required deadlines.
  • Tracks and reviews data, generating reports that assess the quality, efficiency, and effectiveness of HBPC administrative staff at each site to support program improvement. The incumbent advises and assists in determining program needs to ensure maximum utilization of available space, equipment, personnel, and funds, and alternative courses of action to improve patient care.
  • He/She serves as an active member of the HBPC Leadership team, keeping the HBPC Program Director and/or designee informed on all matters requiring their attention and/or action. He/She has delegated authority necessary to accomplish assigned programs and responsibilities to effectively utilize the manpower resources allocated to the administrative service programs.
  • Assists in projecting annual budget estimates for the operation of medical administration activities. These budget estimates include staff requirements, equipment, supplies, etc.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/06/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of management theory, organizational principles, and administrative procedures is required. Candidates must demonstrate ability in qualitative and quantitative analysis, conducting interviews to gather information on organizational missions and procedures, and independently applying administrative concepts to resolve conflicts, eliminate duplication, and recommend office restructuring. Skills in adapting policies to emergencies, clarifying confusing guidelines, and understanding supervisor policies are essential. Familiarity with Quality Improvement principles and facility performance measures for home-based and primary care, including clinical and access standards, is necessary. Proficiency in database development and software such as Excel, PowerPoint, and Word, along with operation of office equipment, is expected. Strong verbal and written communication skills and knowledge of report and letter formats are required. Applicants must understand the Privacy Act, medical center policies, and regulations to protect confidential medical records from unauthorized disclosure.
