Job Title: Sr. Program Manager, Testing Operations Lead Location-Type: Remote (Must work EST hours; 9:00 AM - 6:00 PM EST) Start Date: ASAP Duration: Contract (through October 15, 2026) Compensation Range: $60/hr - $65.00/hr Benefits: Eligible for Health, Dental, Vision, and 401K Visa Sponsorship: Not eligible for visa sponsorship Job Description: This role leads a complex, cross-functional testing and readiness effort across Product, Actuarial, Engineering, Compliance, and other key stakeholders to ensure successful health insurance marketplace operations ahead of Open Enrollment. Job Summary •Establish and operate meeting cadence and governance model across a large cross-functional team including Product, Actuarial, Network, Pharmacy, Eligibility/EDI, Engineering, QA, Security, Compliance, Legal, and Member Experience. •Maintain an integrated source-of-truth tracker, risks log, and decision log throughout the engagement. •Coordinate CMS IDM/zONE access, points of contact, invitations, and testing requirements across all workstreams. •Drive testing scenario development in partnership with Product and Actuarial teams, tracking plan, network JSON, pharmacy JSON, 834/BAR, and environment prerequisites. •Prepare and facilitate readiness gates, coordinate daily testing cycles, evidence capture, defect triage, and retesting. •Produce concise stakeholder and leadership updates, escalating capacity gaps and unvalidated areas as needed. •Deliver a comprehensive playbook documenting how testing will operate in future years, along with a retrospective on outcomes, at the close of the engagement. Minimum Requirements: •7 years of program management experience  •Proven experience in the healthcare/ healthcare insurance industry. •Demonstrated experience with CMS, healthcare.gov, or Marketplace programs, including Open Enrollment processes. •Proficiency with Google Workspace, Slack, Jira, and basic navigation of the CMS IDM portal. •Proven ability to operate independently as a senior individual contributor, managing stakeholders and governance with minimal oversight. •Strong ability to ask probing questions, uncover dependencies, and surface hidden risks across technical and business teams. Preferred Qualifications: •Experience with data integrations, 834/BAR file formats, or regulated healthcare environments. •Hands-on UAT or testing operations experience, including the development of testing scenarios. •Background supporting readiness efforts tied to federal marketplace timelines or CMS submission requirements. •Familiarity with network or pharmacy JSON structures in the context of health plan submissions. •Track record of producing executive-level communications under tight timelines with high ambiguity.
