Job description

The Program Manager will be responsible for the successful execution of the program, including quality and efficiency that encompasses both technical issues and business processes. In this role, the Program Manager will manage IT engineering support for US Networks and Mission Partner Environments, including support for a 4-star sub-unified combatant command staff of approximately 1200 personnel. Additionally, the Program Manager will provide direction, prioritization, coordination, and conflict resolution while managing project teams that accomplish project objectives. As the Program Manager, this individual will oversee communications and required deliverables to ensure both compliance and relationship building with the end customer, as well as ensuring that program deadlines are met. The Program Manager will ensure the resources provided can perform administrative support functions commensurate with the task staffing levels.

This role is remote with 20% travel.

Responsibilities:

  • Reports to the Portfolio Manager on ongoing Project activities on a scheduled basis
  • Communicate project needs, coordinate efforts, and provide process improvements
  • Ensure team members are evaluated and demonstrate subject matter expertise in various IT Security policies, hardware, software, and communication technologies
  • Applies Project Management best practices (PMBOK, ITIL, ISO 9001 and 20000) in the synchronization and coordination of the development and execution of all requirements, ensuring engineering projects are completed in a timely manner with quality results
  • Interfaces with Government PMs, COR, TPOCs, KO and other leadership
  • Supports IT project management activities at all levels: derive, clarify, and/or update requirements as necessary; oversee technical aspects of the project; coordinate with other teams, Executive Leadership, and stakeholders
  • Analyzes complex project-related taskings and solves schedule, technology, methodology, tools, solution components, and management conflicts
  • Provides risk analysis and mitigation strategies for technology selection, systems development, systems maintenance, and production activities
  • Provides advice to leadership on engineering and development efforts and provides technical recommendations for current projects or initiatives being considered
  • Ensures all Contractor personnel receive proper training, care, and access to the tools, equipment, and materials necessary to complete project and task requirements
  • Provides accurate and timely reporting to key leaders and stakeholders to include consolidating the Status Reports and reviewing the Project Tracker for accuracy
  • Provides resources needed to perform administrative support functions commensurate with task staffing levels required to support this PWS.
  • Schedules, tracks risk analysis, cost management, variances, change management, evaluating, and controlling projects supporting this contract
  • Ensure contractor personnel attain invited contractor status and access without causing a gap in service
  • Performs other tasks as required by OSC and the Government contracting team

Required Qualifications/Education and Experience:

  • Ten (10) or more years of related skills and experience is required; Five (5) or more years of experience Managing an Engineering and/or Cyber Contract of 30 or more personnel.
  • Must possess and maintain Top Secret Clearance
  • Project Management Institute (PMI) Project Management Professional (PMP)
  • Working knowledge of MS Project or other similar Program/Project tracking Integrated Master Scheduling application
  • Knowledge of computer-based tools for project management
