Summary
This position is in the VA National TeleCritical Care (NTCC) Program, Specialty Care Services Program Office (SCPO), Department of Veterans Affairs (VA). The incumbent serves as a program manager for multiple assigned projects within each area of responsibility, working directly with business owners and major initiative leads.

Lead Performance Improvement Initiatives and Projects (40%)

  • Serves as a program manager for multiple assigned projects within each area of responsibility, working directly with business owners and major initiative leads.
  • Develops long-range program plans, goals, objectives, and milestones; identifies and develops ways to resolve problems or cope with issues that directly affect the accomplishment of principal program goals and objectives.
  • Researches and proposes new and innovative ways to resolve or improve major problems or issues within the leadership framework.
  • Represents the group consensus and conveys the section's findings and recommendations in meetings and communication with other leaders, program officials.
  • Develops innovative strategies and recommendations for initiating and establishing goals, timetables, and procedures for expediting projects. Implements new initiatives and projects.

Program Implementation (35%)
  • The incumbent coaches the program in the selection and application of appropriate problem problem solving methods and techniques.
  • Coordinates with managers and technical specialists from key installation elements to develop quality program plans.
  • Serves as a liaison to various VA departments and national level programs covering information transmission, meeting and project coordination, and administrative issues related to NTCC.
  • Maintains accurate and current mechanisms to monitor the status of the NTCC Program budget, implementation objectives, agreed upon actions, and identification of potential deficiencies.
  • Responsible for financial accounting and fiscal stewardship of Tele Critical Care funds.
  • Serves as program contact for data acquisition, analysis, and presentation.
  • Prepares reports and maintains records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation, and communication of work-related information.

Supervisor (25%)
  • The incumbent provides technical and administrative supervision to a section of two (2) Health Systems Specialists, GS-0671-13 for data analysis; two (2) Nurse (RN) Informaticists; three (3) Health System Specialists, GS-0671-12/13 for program and administrative oversight, direction, and management; one (1) Administrative Officer, GS-0341-9/11 for program management; and two (2) Program Support Assistants, GS-0303-7 for administrative support.
  • Oversees the daily operation of the program, ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates.
  • Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
  • Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Ensures the work assignments of subordinate staff are carried out and provides guidance and technical direction for accomplishing the work of the team.
  • Gives advice, counsel, and instruction to employees on both work and administrative matters. Hears and resolves minor complaints from employees.
  • interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs.

Performs other duties as assigned.
Work Schedule: Monday through Friday. Day-Variable standard daytime hours across multiple time zones. Evenings, weekends and holidays required as necessary based on the needs of the Tele Critical Care (NTCC) Program.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement,06/01/2026
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide additional SF-50s that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Individual Occupational Requirements for the Health System Specialist
1. Undergraduate and Graduate Education. Major study hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR,
2. Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program

Specialized Experience:
Requirements for Health System Specialist GS-14: Applicants must have at least (1) one full year of specialized experience equivalent to at least the next lower grade level (GS-13) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes but not limited to:
  • Supervising staff and guiding program operations, communication flows, and workflow within a critical care or healthcare program.
  • Managing complex projects and coordinating directly with business owners and major initiative leads in a clinical or critical care environment.
  • Developing long-range program plans, goals, objectives, milestones, and performance criteria to improve program operations.
  • Representing program consensus and delivering recommendations to leadership, stakeholders, and multidisciplinary clinical teams.
  • Formulating strategies, timelines, and procedures that accelerate or improve the execution of critical care or tele-critical care projects.
  • Communicating and integrating the National TeleCritical Care Program's mission, vision, values, and strategic direction into team operations.
  • Collaborating with managers, technical specialists, and clinical leaders to resolve complex operational or business challenges.
  • Serving as a liaison across departments and national-level initiatives involving critical care operations, telehealth coordination, and program administration.
  • Overseeing program budget monitoring, preparing reports, and coordinating the presentation and dissemination of program information.
  • Providing administrative and technical supervision to staff, particularly those supporting clinical or tele-critical care functions.
  • Conducting analytical reviews, benchmarking studies, workflow assessments, and evaluating or implementing transformation initiatives within a critical care or tele-critical care context.
  • Applying critical care knowledge - such as monitoring, triage principles, escalation pathways, and clinical decision workflows - to support Tele-Critical Care operations and ensure safe, high-quality service delivery.
