Position Summary

Optum is seeking an experienced Master Data Management (MDM) Technical Lead Architect  to provide technical leadership and hands-on delivery for Master Data Management services supporting the Health and Human Services Innovation Incubator (HHSi2) project led by the Illinois Department of Healthcare and Family Services (HFS). This role will focus on Informatica MDM, Informatica PowerCenter, data integration, data quality, data governance, and analysis capabilities that support a unified cross-agency client/member view across State programs, as well as individual statewide MDM use cases.

The selected candidate will lead MDM technical delivery, guide MDM/ETL specialists and developers, support Informatica workflows and data loads, develop and optimize SQL and Python-enabled automation where appropriate, troubleshoot production issues, support QA/testing, and help maintain reliable MDM operations.

MDM Services Summary

  • Partner with the MDM Statewide initiative supporting and combining different agency data sources. 

  • Integrate State agency data to create a holistic view of the clients that the State serves and to administer all State agency programs more effectively and efficiently. 

  • Provide advanced analytics, data quality analysis, business/data analysis, and MDM data specialists in support of the Illinois Health and Human Services Incubator (HHSi2) project.

  • Partner with the State to develop custom dashboards using data as part of the HHSi2 project

  • Provide technical expertise using Informatica MDM and related integration tools to support MDM data processing, data quality, and downstream system(s) needs.

  • Support data quality strategy while allowing for data quality analysis and other data governance activities.

  • Maintain data quality by using timely and consistent processes and evaluating data quality with the State.

  • Leverage established data governance practices and work with State staff and other vendors/partners to improve and validate data consistency and integrity.

  • Provide a structure to support business and data analysis using industry standard practices.

  • Data analysis to support policy development and program evaluation.

  •  Identify opportunities/use-cases that help translate data analysis into cost savings and improved outcomes in programs and service areas.

For all hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week.

Primary Responsibilities:

  • Own MDM technical solution delivery, including review of technical documentation to design MDM solutions that meet business needs.

  • Design MDM solution with security by design and privacy by design and align with the Chief Information Security Office (CISO) guidelines.

  • Provide leadership and coordinate or lead work for Informatica Master Data Management and related MDM ETL delivery activities.

  • Use Informatica MDM tool to combine source data from agency sources, applying numerous transformations to the data that are required, applying corrections to the source files, and adding new fields via the change request process.

  • Provide project direction and assign work to MDM ETL Specialists.

  • Ability to provide expertise and guidance with MDM and the Informatica MDM tool.

  • Automate the staging of data by scheduling scripts to run at optimal times, enhancing overall system performance and efficiency.

  • Implement MDM jobs by creating mappings, mapplets, sessions, and workflows.

  • Work with different ETL transformations, including Aggregator, Expression, Filter, Router, Sequence Generator, Update Strategy, Joiner, Rank and Source Qualifier, Lookup, and Sorter.

  • Schedule and monitoring ETL/Informatica jobs in development, system testing, and production environment.

  • Document workflows and technical specifications.

  • Develop proactive processes for monitoring capacity and performance tuning.

  • Support and advise the development teams on technical issues.

  • Troubleshoot production support issues post-release deployment and produce solutions.

  • Troubleshoot server or software issues in coordination with State IT department

  • Develop, maintain, and analyze complex SQL queries and scripts used to create data marts in Teradata.

  • Work directly with the Quality Assurance and business team to support validation, defect resolution, and testing of MDM-related data processes.

  • Participate in project discussions to document and recommend alternative technical solutions or requirements.

  • Participate in unit, integration, and system testing.

  • Maintain effective communication and relationships with all individuals involved with the project.

  • Learn new technologies as needed to be able to perform job duties effectively.

  • Provide status updates and meet deliverables to Optum's leadership and the State Project Managers.

  • Use other software tools such as Python as necessary to enhance MDM and data integration.

Required Qualifications:

  • 8 years of experience in MDM, ETL, data integration, enterprise data platforms.

  • 5 years of hands-on experience with Informatica MDM and Informatica PowerCenter.

  • Strong experience developing ETL mappings, mapplets, sessions, workflows, transformations, scheduling, monitoring, and troubleshooting Informatica jobs.

  • Strong SQL experience, with large MDM and DBMS enterprise relational platforms.

  • Experience with data quality, matching, unique client/member identifier, standardization, reconciliation, and data governance concepts.

  • Experience supporting ETL/MDM operations, performance tuning, issue resolution, and SDLC delivery.

  • Experience with Python programming for scripting, automation, testing, or data processing support.

Preferred Qualifications:

  • Experience working in other MDM tools including Cloud-native MDM solutions.

  • Experience developing software or workflows in Python or other open-source tools.

  • Experience working in State Government, public sector, or regulated environments.

  • Experience with Agile/Scrum Sprint development and iterative/incremental delivery.

  • Experience with healthcare, Medicaid, claims, eligibility, provider, or Health and Human Services data.

  • Exposure to interoperability formats such as X12, EDI, XML, JSON, APIs, or HL7/FHIR.

  • Exposure to cloud data platforms or modernization initiatives such as Azure, ADF, Databricks, Snowflake, Data Lake, or comparable technologies is a plus.

  • Experience with on-prem-to-cloud migration, MDM modernization, or EDW / ETL modernization initiatives.

  • Exposure to automation, AI/ML, GenAI, or LLM-assisted engineering for development, testing, documentation, profiling, or data quality is a plus.

  • Ability to operate in a telecommute environment and matrix organization with minimal direction.

  • Bachelor's degree in computer science, Data Analytics, Information Systems, Engineering, or equivalent experience.

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). The salary for this role will range from $112,700 - $193,200 annually based on full-time employment. We comply with all minimum wage laws as applicable.
