Job description

Summary
This position will support the office of Direct Report Program Management for Submarines. The purpose of this position is to manage and optimize acquisition, construction, and maintenance programs through rigorous data analysis and lifecycle program management. The incumbent will be responsible for translating complex performance data into actionable metrics and dashboards, empowering senior leaders to make informed, strategic decisions that drive enterprise-wide improvements.

Incumbent typical work assignments may include the following:
  • Integrate and analyze data, establish metrics, and identify trends for acquisition and maintenance submarine programs.
  • develop and execute tools, studies, and assessments in support of shipyard performance and identifying and validating improvements across the enterprise.
  • establish metrics to assess program performance and communicate with Senior Navy leaders the data and trends to inform planning and execute decision making.
  • Plan and execute milestones established for development, construction, and maintenance shipbuilding and undersea weapons programs.
  • Manage program cost and schedule adherence and develops and manages technical performance measures.

Qualifications
In order to qualify for this position, you must meet the requirements described below.
You may qualify at the NH-4 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the NH-3 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to translate complex performance data into actionable metrics and dashboards, and empower senior leaders to make informed, strategic decisions that drive enterprise-wide improvements..
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
