Why this job matters:

Reporting to the Director of Government Programs Performance & Strategy, this role supports the advancement of Government Programs performance and priorities across Medicare and DSNP lines of business. Assess current state of marketplace trends, competitive activities, and Government Programs performance to identify gaps in corporate and divisional plans. Develop mitigation strategies to ensure achievement of corporate and divisional goals. Serve as a strategic thought partner, synthesizing cross-functional data and inputs into insights and decision-ready narratives for leadership. Assess existing organization project portfolio; ensure projects add value to organization and contribute to the achievement of key performance indicators. Assist in the analysis and research for short and long-range corporate and Government Programs strategy development.

What you will do:

  • Analyze current state of marketplace trends, competitive activities, and Government Programs performance to identify gaps in corporate and divisional plans.

  • Develop, maintain, and continuously improve Government Programs performance scorecards, dashboards, and tracking tools. Monitor and interpret performance trends to surface insights, risks, and opportunities. Socialize goals and progress with leadership and cross-functional partners to maintain visibility and accountability.

  • Create mitigation strategies and identify investments that will best address gaps and support strategic imperatives. Assess impacts to the member and provider experience and overall Government Programs position. Structure options, tradeoffs, and recommendations to support informed leadership decision-making.

  • Develop presentations, reports, strategic narratives and communications for a range of audiences - from the Board of Directors and the Executive Leadership Team to Government Programs associates and cross-functional partners.

  • Translate complex strategy, regulatory changes, performance data, and competitive landscape insights into clear, audience-appropriate storylines that drive understanding and action.

  • Serve as a consultative resource to Government Programs leadership, plugging into key priority areas as needed - to help structure, advance, and lead strategic projects and initiatives to completion.

  • Assist with the development of short-range (one to two year) and long-range (three to five years) Government Programs strategy and assess implementation annually to determine how corporate and divisional priorities evolve.

  • Support the establishment of repeatable processes to develop, socialize, and track strategic priorities for Government Programs.

  • Assess existing organization project portfolio; ensure projects add value to organization and contribute to achieving key performance indicators.

  • Collaborate with Government Programs leaders and enterprise partners to ensure initiatives achieve expected business results.

  • Mentor less experienced staff.

  • Perform other duties as assigned.

What you need to succeed:

  • Bachelor's degree or an equivalent combination of education and applicable work experience

  • Three to five+ years of experience in business analysis, market research, or a strategic planning capacity

  • Experience developing executive-level and associate-level presentations and translating complex inputs into clear narratives

  • Knowledge of strategic planning frameworks, processes, best practices, and how to support the development and advancement of a strategic plan

  • Ability to quickly learn new subject matter, ask the right questions, and independently build working knowledge of complex business areas

  • Knowledge of business analysis industry trends and best-practices

Location:
BCBSRI is headquartered in downtown Providence, conveniently located near the train station and bus terminal. We actively support associate well-being and work/life balance and offer the following schedules, based on role:

  • In-office: onsite 5 days per week
  • Hybrid: onsite 2-4 days per week
  • Remote: onsite 0-1 days per week. Permitted to reside in the following states, pending approval from the Human Resources Department: Arizona, Connecticut, Florida, Georgia, Louisiana, Massachusetts, North Carolina, Oklahoma, Rhode Island, South Carolina, Texas, Virginia
